The transcript of Mr. Côté's appearance before the committee

Most of the discussion was very general -- not many details
of the sort that'd be of interest to people like us.
Unsurprisingly, Mr. Côté defended the Ren cars.  Jim Gouk
was, surprisingly, not hostile.

One very specific topic that did come up was a new station
to provide a better rail-air connection in Dorval.  Mr. Côté
said:

"What we're talking about is a train station built on the present
parking lot of Dorval Airport near domestic arrivals, where VIA
Rail trains would stop, both those en route to Toronto and to
Ottawa or elsewhere. It would be an available access route for

Could it be that Peter what's his name of the RMRT has determined that
the Ren cars will be of some use to him so he is not displeased that
the Canadian taxpayers are modifying these cars for his eventual benefit?

I found the comment that this service could include trains to
"elsewhere" interesting.  Would it make any sense for certain trains
such as some Quebec City - Montreal trains or even the Ocean to
actually continue to Dorval after stopping at Central?  I doubt that
that is what Mr. Cote meant by elsewhere.  I don't imagine that the
Ocean/Dorval or Quebec City/Dorval is a major market but who knows.

Recent Ocean detours


It seems to me that the recent detours on the Ocean between Feb. 23-25
were handled a bit differently from the past and I would like to have
a better understanding of these detours.  My understanding is that
passengers from No. 14 ex-Montreal on Feb. 23 and passengers from No.
15 ex-Halifax on Feb. 23 were bussed around the derailment between
Drummondville and Riviere-du-Loup (perhaps 15's passengers were bussed
all the way to Montreal on the morning of the 24th.)

On Feb. 24th, my understanding is that the passengers of No. 14 were
bussed from Montreal to Sainte-Foy.  In the meantime No. 14 itself
left Montreal (from Central/MMC or point of departure I don't know)
and travelled over CN north of the River to Sainte-Foy where it picked
up the passengers (and baggage or had that been loaded onto 14 before
Montreal departure?).  No. 14 then continued to Halifax.  Query: Was
14's equipment ex-MTL on Feb. 24th the same as 14's equipment ex-Mtl
on Feb. 23rd which had been stopped at Drummondville?  Did 14 leave
Montreal at the usual departure time or earlier?

No. 15 ex-Halifax on Feb. 24th did the reverse on the morning of Feb.
25th so I understand, arriving at Sainte-Foy, detraining passengers
who were bussed to Montreal and then operating the empty consist by CN
north of the River to Montreal.

Were passengers given the option of travelling on 14 and 15 between
Sainte-Foy and Montreal instead of by bus?  It appears not.  Were the
onboard service crews of 14 and 15 on the train during this leg or
were they bussed with only the operating crew going by train?

This seems to be different from the prior procedure used for these

OS: VIA 70 & 71


VIA 70 showed up with 6435, a stranger in this parts, 20 minutes late.

VIA 71 showed up with Spiderman 6406 and 3 LRC coaches, not the usual P42
leading.

The $22,300,000 apparent cut to VIA is actually the end of their capital
program spending; so not an operating subsidy cut.

The annual operating subsidy was capped at $171 million in 1998 and reduced
to $169 million in 2003.  Amounts over and above this were from the $402
million capital program authorized in the 2000 budget.

Nevertheless the absence of any inflation increase to the operating subsidy,
and no new capital for this year or any future year, is very serious.

I presume that use of the freight-only track north of the river may have
taken much longer than either train or bus direct to Montreal on the south
shore.  

The bus could also serve the intermediate stations at Drummondville, St.
Hyacynthe, and St. Lambert.

Yet the train probably had to be returned to Montreal for servicing.

CANADIAN-PASSENGER-RAIL GROUP INFORMATION:

Scope and Mandate:
    Canadian-Passenger-Rail (a.k.a. CanPassRail) is a place to discuss all aspects of past, present, and
future passenger trains and rail travel in Canada. This includes all national, regional, commuter, and
tourist rail carriers such as VIA Rail, the current and former passenger operations of CN and CP, Ontario
Northland, BC Rail, GO Transit, West Coast Express, and Rocky Mountaineer Railtours. Others not
mentioned here are of course welcome, so long as they are located in Canada.  The general rule is, "if it runs
on rails in Canada while carrying passengers, then it's 'on-topic.'"
    Although Montreal Commuter Lines do fall within the scope of Canadian-Passenger-Rail, a greater
knowledge-base on this topic exists on the Montrain List.  To find out about them, and other Canadian

    Discussions regarding freight movements unrelated to passenger rail should be posted elsewhere. We
