Sutradhar’s Open Forum - “Language and Literacy”

 

Sutradhar invites you to an Open Forum on ’Language and Literacy’ on 3rd February (Friday), at 4 p.m.

 

Venue: 4 pm at Ashirwad, St Mark’s Road, the lane opposite State Bank of India.

 

Language learning lies at the heart of the schooling experience. Understandably so, as language enables children to acquire other skills and proficiencies, and helps them comprehend the world. Many children encounter an unfamiliar medium of instruction when they start attending school. This can be an alienating experience, more so when the home is unable to step in and provide the necessary support. Children who flounder with the school language tend to fare poorly in other domains, and their self-esteem and social interactions are often inhibited.

 

A few individuals have explored the complexity of how children learn language, and how a rich culture for learning language can be nurtured. The Open Forum is an occasion to learn from their experience.

 

The akshara heritage: Research about how children learn to read has predominantly been with regard to the English language. Less in known about Indian languages that use the akshara symbols as a writing system. Sonali Nag, Newton International Fellow at the University of York, U.K., and The Promise Foundation, Bangalore, will speak about her work with the akshara languages.  The akshara is quite unlike the English alphabet in its form and logic, and Sonali’s work is documenting how these differences shape children’s cognition and the teaching of language. Recitation, writing practice, memorising all manner of materials, nuanced engagement with language and book reading are some of the experiences from classrooms that she will explore in her presentation.

 

The Karadi Path: The aspiration to learn English cuts across socio-economic groups.  Thousands of children and teachers have put in tremendous effort towards this, with minimal results. C.P Viswanath, CEO of the Karadi Tales Company, Chennai, will speak about the Karadi Path – a unique pedagogy that has been developed indigenously, specifically for learners from non-English environments.  The programme offers the possibility of becoming fluent in understanding and speaking English in just 60 hours. In contrast to traditional teaching methods that tend to be linear and logical, this approach is organic and multi-sensorial; and combines elements of music, storytelling and action. The premise is that English can be learnt intuitively just like the mother tongue.

 

The Hippocampus Reading Foundation: Umesh Malhotra, Director of the foundation, will share the evolution of the “Grow by Reading” programme. This programme seeks to initiate and galvanise libraries within schools to promote the reading habit. The programme is sequentially graded at 6 reading levels, with appropriate books for each level. Fun activities that children can do after they read the books motivates them to read and re-read, and spurs their comprehension. The programme offers scaffolding for librarians by way of an initial orientation, a monthly calendar of activities, and periodic meetings. The service is offered in 5 languages, and has been adopted by schools, NGOs and the government of Karnataka.

NFI invites Expression of Interest for hiring a short-term research consultant

Introduction
Since 1996, Naz Foundation International (NFI) has been providing technical, institutional and financial support and assistance for the development of community-based HIV/AIDS programming and intervention for males who have sex with males (MSM) across South Asia, while advocating appropriate policy development and a rights-based approach, along with an increased investment in sexual health programmes to address the health and welfare needs of MSM.

An urgent concern that arises from our work has been the need to obtain a deeper understanding of male-to male sexualities in the region, male sexual practices and related constructions of masculinities, along with risks and vulnerabilities to HIV and AIDS. Along with this was also the need to explore what works in terms of sustained risk reduction and behaviour change, and what does not work, and the impact that specific interventions have in reducing HIV and AIDS amongst the population that NFI focuses on. Such knowledge could impact on how future MSM, HIV and AIDS programmes and interventions are designed and implemented, enhancing and up-streaming advocacy to address inequity and social injustice concerns, as well as supporting the need for significant increases in investment and programme and technical support.


Project DIVA
As a coalition response to the sexual health needs of MSM and hijras in South Asia (PSI Nepal, UNDP, NFI, along with its country partners), a South Asia multi-country regional application was made to the Global Fund on AIDS, TB and Malaria Round 9, which was secured. The project is named as Project DIVA.

Countries engaged in this are Afghanistan, Bangladesh, Bhutan, India, Nepal, Pakistan and Sri Lanka. NFI as a sub-recipient (SR) of this project, where PSI Nepal is the Principal Recipient (PR), are responsible for implementing the range of MSM/hijra technical assistance and support to the different countries.

Objectives of Project DIVA

• To improve the delivery of HIV related services for male-who-have-sex-with-male (MSM) and transgender populations (TG) in South Asia
• To improve the policy environment with regards MSM, TG, and HIV related issues in South Asia
• To improve strategic knowledge on MSM, TG, and HIV related issues in South Asia

Under Project DIVA, NFI is planning to hire the services of a short term research consultant to development the plans and operational protocols for some work planned under the project.

Scope of work for the short-term consultant

1)Understand the research needs under Project DIVA.
2)Develop the research plan, including study methodology, sampling strategy, data collection instruments, data management ethical considerations and guidelines for community led research for each of the research areas identified under Project DIVA. Research plans to be customized according budget available for the research, which shall be shared with the selected consultant.
3)Present the draft research plans to NFI.
4)Finalizing the research plans for each research topic based on the feedback received from NFI.
5)Develop the TOR with broad outline and approach for the four operational research planned in different countries under Project DIVA. These operation researches are proposed to be outsourced to an external agency through a tendering process. The TOR, outline and approach developed by the Consultant should be comprehensive enough, based on which call for expressions of interest could be developed for inviting tenders from interested and eligible agencies. Deliverables here are:

a. Background
b. Scope of work for the research agency: outline, broad elements of the methodology
c. Proposed time frame
d. Eligibility criteria for the research agency to participate in the bid
e. Bid evaluation method and criteria.

6) Present the outputs related to the operations research to NFI.
7) Finalizing the research plans for each research topic based on the feedback received from NFI.

There is an MNC with an office in Bangalore.

Their CSR/ community service team in Bangalore is trying to identify an NGO to whom they can give some money before March 2012 (I think they want to make all their monetary donations before the end of the financial year 2011).

Please get in touch with me if your NGO/ you know an NGO that needs some funding.  I'll give you details about and connect you with the MNC.


This is the request they've made :
They want a list of NGOs they can check out and possibly collaborate with in the below-mentioned capacities
- an NGO with whom they can host an 'Annual Day' with sports, fun activities and competitions for 1 day per year (hence this rules out NGOs who do advocacy and who don't have any children/ aged/ disabled/women/ etc); the day may also include awareness or educational or empowerment activities; the MNC will obviously sponsor and organize this 'annual day'
- hence, the NGO needs to be working directly with children or women or aged or disabled, etc
- an NGO with whom every company employee in Bangalore can volunteer/ donate 1 day per year to do some volunteer work with the NGO
- an NGO with whom over time they can develop a partnership and to whom once every year they can donate money  (this they will do only after some due diligence, which they hope to accomplish after the Annual Day event that they want to do with the NGO);
using their due diligence they are also going to make an assessment/ evaluation of the "quality" of the NGO's work and its "social impact"

About the Fellowship Programme


 The Minorities Fellowship Programme (MFP) was launched by the Office of the High Commissioner for Human Rights (OHCHR) in 2005.

The MFP is held annually and currently has two linguistic versions: The English language programme has been running since 2005 and the Arabic language programme started in 2007. The Arabic language component began as a two-week pilot and gradually expanded to five weeks in 2011. The duration of the programmes varied until 2011, when both programmes were decided to last 5 weeks and coincide with the session of the Forum on Minority Issues.

Through the MFP, the OHCHR aims to give persons belonging to national or ethnic, religious and linguistic minorities an opportunity to gain knowledge on the UN system and mechanisms dealing with international human rights in general and minority rights in particular. The MFP is intended to assist organizations and communities in protecting and promoting the rights of minorities the fellows belong to.

The Fellows are based at the OHCHR Geneva, Switzerland. The MFP is interactive and consists of briefings on several topics (e.g. the UN system, OHCHR work, human rights mechanisms and instruments), fellows also undertake individual and group assignments.

At the end of the MFP, the fellows should have a general knowledge of the United Nations system, international human rights instruments and mechanisms in general and those relevant to minorities in particular and be capable of further training their communities/organizations.

Fellows are entitled to the following: a return ticket (economy class) from the country of residence to Geneva; basic health insurance for the duration of the Programme; a stipend to cover modest accommodation and other living expenses for the duration of the Programme.

Who can apply? 

1. The candidate must belong to a national, ethnic, linguistic or religious minority group (persons who do not belong to a minority group will not be taken into consideration, even if they have close links with minority communities and/or organizations)

Senior Minorities Fellowship Position

The Senior Minorities Fellowship Position aims at giving a better understanding and appreciation of the international human rights system and mechanisms, especially those dealing with minority issues, to a selected member of a national or ethnic, religious and linguistic minority with relevant experience and education.

Through the experience gained during almost three months (April-July 2012) of working with the OHCHR Indigenous Peoples and Minorities Section the Senior Fellow will gain practical knowledge and working level experience by directly contributing to the programmes and activities of the Section. The Senior Fellow is expected to return to his/her community better equipped to contribute towards the promotion and protection of minorities.

ALL INDIA CONVENTION

To discuss the critique of the National Food Security Bill 2011 tabled in the Parliament

and 

Plan strategy to force the Government to bring in a law that 
  1. Ensures food security to all and the elimination of malnutrition and hunger in children and adults in the country
  2. Addresses production, procurement and  storage  issues establishing the dignity of the farmers
  3. Provisioning of a universal PDS, 
  4. Provisioning of hot cooked meals with a ban on contractors and ready to eat meals for children
  5. Provisioning of Maternal entitlements which atleast subscribe to the wage rates of the State
  6. A Grievance Redressal scheme that guarantees effective and immediate redressal at the panchayat and block level, with an independent appeal mechanism

Please recall our announcement of the convention on the 18th of February,2012 on the National food Security Bill, 2011. As you are aware the NFSB 2011 was rejected  by the steering committee of the campaign on the 12th of January, 2012. 

It is extremely urgent that we meet on 18th of February, 2012 and share our critique and plan ahead. 

We hope that this convention will have at least two hundred and fifty people and a strong message is sent to the government and the media that they better be honestly implement the agenda of food security.

The venue for the convention has been finalised as Gandhi Peace Foundation, Deen Dayal Upadhyaya Marg, New Delhi.
