A rising number of Tibetans are taking their lives through self immolation in a desperate cry to the world to stop the escalating Chinese crackdown. As shocked citizens, we call on you to urgently send an independent high-level mission to the area and to speak out against the ongoing repression. Only coordinated and swift diplomatic action can stop this crisis.


This year alone we have witnessed 11 cases of self immolation inside Tibet. Tibetans inside are experiencing one of its greatest height of oppression under the Chinese regime and they need your help more than ever.

 

Recently incredible footage of the nun Palden Choetso (35) from Tawu, Tibet who set herself on fire on November 3, 2011 to protest China's occupation (see here: http://youtu.be/EeXfQLZ9Id4). Various international and national mainstream news media have started covering the story and the footage.

 

The crisis in Tibet demands global diplomatic intervention now. Now is the time to intensify our efforts and increase pressure on key world leaders who have influence over China.

 

You can help raise the global alarm. Avaaz, an international advocacy group that works in solidarity with people campaigning for human rights and justice worldwide, has launched a petition to "Save Tibetan Lives".

Background (Preamble):
We, the members of the Kolkata Chapter of the Indian GNU/Linux user
group (http://www.ilug-cal.info ), Free Software Mancha of West Bengal
(http://www.fsmwb.org ) and FOSS (Free and Open Source Software)
activists across the country have been observing a marked shift
towards the adoption of closed source proprietary software by the
present Government of West Bengal. This is a retrograde trend that is
bound to adversely affect earlier efforts towards adoption of FOSS in
e-Governance (at least in some sectors), Education and other sectors
by the previous Government and any concept of freedom that the people
at large of the state may entertain from foreign interest laden
proprietary closed source software.

A case in point is the happenings at WBPCB, where in-house personnel
for FOSS deployment were appointed by the previous Government. The
strategy permitted the best quality solutions at least TCO and with
the benefits of maximum security and transparency. The recent tender
at the WBPCB site (http://www.wbpcb.gov.in/cgi-bin/notice.cgi  for
purchasing closed source proprietary software ) reeks of corruption,
kickbacks and nepotism by the new players. Of course it is ages away
from vendor neutrality or open standards. Similar actions have
happened in other departments as well.

Another is the fate of West Bengal Institute of Open Technology and
Applications (WBIOTA). The present Government has virtually abandoned
it after assuming office. The state of tenders being issued by the new
players at the different education sites of the WB Government should
also be highly suggestive.

Further the present Govt has signed MOUs with Microsoft according to
which the company will invest in Bengal if the Government of West
Bengal vetos the use of Microsoft's cloud platform and technology for
future e-governance projects. (Source: Business Standard ). We are
extremely concerned about an e-governance policy influenced by
proprietary software vendor like Microsoft, Oracle etc. . It took a
lot of effort by many of us to convince sections of the the previous
Government about the evils of proprietary software and finally they
agreed to change their pro Microsoft stand and support use of free and
open source software in e-governance projects to an extent (given the
restrictions imposed by the Central Government). There are several
examples of sustainable e-governance implementations like EMIS.

The technical superiority of free and open source software are proven
. All Internet giants Amazon, Facebook, Google , Twitter and Yahoo
uses free software to run their application and infrastructure. In
Microsoft's own land the Obama administration is going for Free
software as the means of delivering e-governance.

Government departments are known to be the largest consumer of
software and a short-sighted policy of the kind is bound to have
serious adverse effects beyond the wastage of tax payers money.

It is also never too late to make amends. The recent happenings in the
state of Tamil Nadu, as per this report, should be suggestive of the
same.

Petition:
We demand that the Government:


   1. Declare and implement a FOSS policy at least along the lines of
the policy adopted in Kerala and certainly beyond the minimal policy
lines in the Central Govt policy.


   2. Try to understand the concept of 'vendor neutrality and open
standards' and follow it in all dealings. All e-Governance projects
should be built on top of open platform following open standards .None
of taxpayer's money should be spent in buying software licenses and
bringing vendor lock-ins and a host of evils in public services.


   3. Revive bodies like WB-IOTA (that have not been witnessing much
activity since the formation of the present Govt) and also form
similar bodies for overseeing the adoption of FOSS in all spheres of
activity.

December 10th will be the Human Rights Day. Ekta Parishad will be celebrating the day among a prominent community of landless dalits in central Maharastra as part of its yearlong cross-India Samwad Yatra tour to mobilize people for the Global Jan Satyagraha March 2012.

 

They would like to take this opportunity to start an online debate with the Land Portal community. The result of this discussion will be used by South-South Solidarity to compile a report and share it on the December 10th human right event as a way of advocating people for the 2012 Global Land Movement campaign (www.southsoutsolidarity/globalmovement.org).

The time to act is now! 

Many have taken an active part in the NO2UID campaign. You have shared information. You have given many suggestions. You have created awareness among the people. 

Now you could take the campaign to the next level. Here are my requests to all of you.
  1. Those who wish to do so, may join the suit. 
  2. You could request your friends and acquaintances to join it.
  3. Those who could contribute additional points, such a technological unfeasibility, could join the suit and add their points. Joining the suit does not restrict you to the points already made. You could add many other aspects. For example, the issues raised by the Home Ministry are not in the suit, since the news on this came after we filed it. You could join and add this. 
  4. You could write to your MP / MLA / CM of your state, give them a copy of the suit and ask them to oppose it.
  5. The provision under the CPC also includes people with opposite views, that is, those who support UIDAI could also implead themselves in the suit. We would welcome that too, since it would give us an opportunity to engage with people with such views.

1.  Introduction
Dr. B. R. Ambedkar was a great national leader of twentieth century. He was an intellectual, scholar and statesman and contributed greatly in the nation building. He led number of movements to emancipate the downtrodden masses and to secure human rights to millions of depressed classes.  He has left an indelible imprint through his immense contribution in framing the Constitution of free India.  He stands as a symbol of struggle for achieving the Social Justice. Dr. Ambedkar Foundation (DAF) was set up  in pursuance of the recommendations of Babasaheb Dr. B.R. Ambedkar’s Centenary Celebrations Committee constituted under the Chairmanship of the then Prime Minister. The Foundation was registered under the Societies Registration Act, 1860 on 24th March, 1992 under the aegis of the Ministry of Welfare now the Ministry of Social Justice & Empowerment.

The objectives of DAF inter alia provide for  financial aid to the institutions propagating Babasaheb’s memory, organize special campaign for removal of untouchability and caste based prejudices for brining an attitudinal change in the society through communal harmony and brotherhood and to organize lectures, seminars and symposia etc. on socio-economic issues. Nation is taking rapid strides toward its rightful place at the top as a super power. A society based on social justice and equity gives permanency to such great
achievements. An informed youth would not only carry the country’s advancement forward but also take it to still higher levels.

2.  Objectives
The aim of the Dr. Ambedkar Foundation National Essay Competition is to encourage writing on social issues, among the Students of Schools / Colleges / Universities / Institutions and arouse their interest in Dr. Ambedkar’s thoughts on fundamental social issues like social justice, removal of untouchability, caste  based prejudices, removal of
inequality and discrimination, social democracy, national integration, communal harmony etc. The students are expected to analyze and suggest ways and means to establish a stronger social democracy and a just society.

3.  Frequency
Dr. Ambedkar Foundation National Essay Competition for students of recognized Schools / Colleges / Universities / Institutions shall be held every year.

4.  Eligibility
Dr. Ambedkar Foundation National Essay Competition is for Students of recognized
(a)  Schools (Secondary & Senior Secondary Schools  i.e. from class 9 th  to class 12th), and
(b)  Colleges / Universities / Institutions.

Topics
The topics of Essay shall be selected every year from the themes based on Dr. Ambedkar’s thoughts on social justice, removal of inequality and discrimination, ameliorating the conditions of weaker sections of the society, removal of untouchability, caste based prejudices, disparities, equality of opportunity, social democracy etc.

6.  Medium
The essays may be written in Hindi and English.

7.  PRIZES - Prizes to the over-all best three entries in Hindi & English are as under.

Prizes for winners
(i) The winner students of the recognized Colleges /Universities /Institutions will be given the following prizes
Language   1st prize  (Rs.)  IInd prize (Rs.)  IIIrd prize (Rs.)
Hindi   1,00,000/-  50,000/-   25,000/-
English   1,00,000/-  50,000/-   25,000/-
Financial implication: Rs.1.75 lakh X 2 languages = Rs. 3.50 lakh

(ii)The winner students of the recognized School will be given the following prizes
Language   1st prize  (Rs.)  IInd prize (Rs.)  IIIrd prize (Rs.)
Hindi   25,000/-  15,000/-  10,000/-
English   25,000/-  15,000/-  10,000/-

Financial implication: Rs.0.50 lakh X 2 languages = Rs. 1.00 lakh
Accordingly, the total financial implications for Prize money are (Rs. 3.50 lakh + Rs. 1.00 lakh) = Rs. 4.50 lakh

8.  Publicity to the scheme
(a) An advertisement in this regard would be published in major national newspapers.
(b) The advertisement will be placed on  the Website of Dr.  Ambedkar Foundation (www.ambedkarfoundation.nic.in) & Ministry of Social Justice & Empowerment (www.socialjustice.nic.in)
(c) The publicity of the Scheme will be given  through NGOs, which may take it to local students.
(d) Letters will be written to the State Welfare Ministers / Departments requesting them to further request all the Central and State Universities in their State to circulate the
Scheme among their students.
(e) The services of District  Education Officers may also be taken, through the State Governments, for taking the Scheme to the schools in the District.
(f) The UGC, Kendriya Vidyalaya Sangathan (KVS), Navodaya Vidyalaya Samiti (NVS) etc. will be requested to circulate the Scheme among their students.
(g) Members of General Body of Dr Ambedkar  Foundation may also be requested to give due publicity to this scheme.
9.  Terms & Conditions
(i) There is no entry fee.
(ii) The essay shall be of 3500 words and 2000 words for entries from students of Colleges / Universities / Institutions and Schools respectively.
(iii) Each participant should submit only one essay entry on the suggested topic.
(iv) The participants shall submit a certificate that the essay is their original work.
(v) The individual participant shall enclose a certificate issued by the concerned recognized school/ college/ University/ institutions, certifying that he/she is a bonafide student.
(vi) Participants should send two clean typed copies (one original & other photocopy) of the essay. One copy should include name, address, topic, language, e-mail, phone no. etc. with the signature of the participant, while the other copy need not show any such particulars.
(vii) Submission of the essay entry to the competition implies the acceptance of the rules and regulations of the competition.
(viii) No correspondence will be entertained in this regard.
(ix) Plagiarism will result in immediate disqualification.
(x) Relevant information like name, e-mail address, postal address, institution, course and year of study etc. of the student participant should be indicated in the covering letter
and strictly not in the essay.
(xi) The organizers reserve the right to reject entries that do not conform to these guidelines.
(xii) All entries received for competition will become the property of the Dr. Ambedkar Foundation. The winning entries may be considered for publication in a book form by the Foundation.
(xiii) In all matters of dispute, the decision of the Dr. Ambedkar Foundation will be final and binding.
 
10.  Partners in implementation
(i) One of the Dr. Ambedkar Chairs set up by Dr. Ambedkar Foundation will be requested to be a partner in the implementation of the Scheme and extend assistance in the evaluation of the essays and an amount of Rs. 1 lakh would be paid to the Chair for their services.
Presently, Dr. Ambedkar Chair at Aligarh Muslim University (AMU), which had volunteered to implement this Scheme on behalf of DAF, has been approved to be a partner in the implementation of the Scheme. An  amount  of  Rs.1  lakh  would  be  paid  to  the Chair for its services, which would include evaluation of the entries & preparation of results.
(ii) The essays will be judged by an evaluation committee (to be set up by the Chair) for the selection of the prize winning entries. The essay will be evaluated on  the basis of contents, analysis / interpretation, presentation and writing skills as per the following provisions:

11.  Announcement of Prizes
A full list of winners would be placed  on the websites of the Foundation (www.ambedkarfoundation.nic.in). Winners may be invited to Delhi for felicitation in a befitting manner.

12.  Distribution of Prizes
(i)  The prizes money will be sent to winners in the form of an account payee Bank draft by registered post through the concerned recognized Schools / Colleges / Universities / Institutions.
(ii)  In case the Foundation invites the winners for a felicitation at Delhi, the winner and one escort will be paid actual fare by  sleeper class train/bus from their place of study or from the hometown (Both ways). Arrangements for their boarding / lodging in Delhi will also be made by the Foundation. A sum of Rs. 8,000/- <at> Rs. 4,000/- each (on an average) for the winner students and escort will be earmarked for their travelling expenses, boarding and lodging.


13.  Total Financial Implication

(i) Expenditure on administration of scheme:

(For those elsewhere in the world who don't know this, Wardha is (a) right at the very ‘centre’ of India, near the larger city of Nagpur, and (b), aside from being the location of several other interesting institutions, it is also where Gandhi ji’s last active ashram is located, Sevagram.  Worth visiting, and spending some days in, by itself.)

 

The theme – especially at the times we are living through, and the future that we are facing – is significant enough; but what I think is especially significant and remarkable about this Congress, and about the main organiser the Indian Academy of Social Sciences and its whole body of work – and indeed, its struggle, for it was set up to promote this vision -, is what I understand as the holistic and organic approach they take to ‘science’.

 

For them, ‘science’ must be – by definition - ‘social’; all science.  So this is not a colloquium of the so-called ‘social sciences’; it is a congress of all sciences and of scientists and workers from all disciplines, to attempt to address this year’s theme of :

 

WORKING FOR PEACEFUL CO-EXISTENCE AND A JUST WORLD.

 

The ISSA itself was given shape to in 1974, as a part of the immense and deep social and political churning that was going on then in the country – twenty-five years after India’s gaining political independence, and as an early assertion by ‘concerned’ scientists and others of resistance to the commodification of everything that we have subsequently seen sweep the world, now in the form of ‘liberalisation’ and neoliberalism. 

 

What is also remarkable is the very substantial network that the ISSA seems – from its brochure - to have been able to build and sustain, of ‘scholars’ (mostly, but I suspect scholar-activists in reality) and ‘activists’ from across the country.  As someone who was, in earlier incarnations, for many years heavily involved in network building, I know just how difficult it is to build and even more, to sustain them – and so I am deeply impressed.  And yes, independent, and without any heavy institutional funding (as far as I know).

 

I see all of this – as parts and as a whole - as being pretty remarkable, and in my experience, very unusual – and so I urge you, both for this reason and because of the significance of the theme, to consider attending; whatever field and wherever you happen to come from.  And even, whichever part of the world.

 

I apologise only for letting you know so late; in all honesty, though I have known of the organisation for a few years now, and though they have invited me to earlier congresses I have, for one reason or another, not been able to attend; but more important, I did not know / had not recognised this holistic approach that they take to science.  And so I have not either followed them, nor had the foresight to announce and publicise what they do.  But even if late, I think it is useful for me to do so now.

Deadline for abstracts – if you want them to included in the collection to be available at the Congress : November 30 2011 (but where I think the organisers will be willing to be a little flexible, say till December 5, latest) (receipt after this date means that it will be published in a Supplementary volume, after the Congress)

Deadline for requests for guaranteed accommodation : December 15 2011 (on the form available on their site)
