Dear Friends,
Till today, all programmes for slum development have been designed by
people living outside slums, based on their perception of people living in
slums as helpless people . In addition, the presence of slums has been viewed
as a problem of housing and basic amenities. Among the people living in slums,
those who are from the same state are largely from the untouchable communities
and also religious and linguistic minorities. If they are from other states, a
small number of them are from OBCs and MBCs. From the census it is clear that
nomadic communities are also form a significant portion of the people living in
slums. This shows that slums are not just a collection of those who are economically disadvantaged but are a
result of a societal system which ensures
that the untouchable communities remain as untouchables.
Existing laws and developmental works by government only serve to
entrench the practice of untouchability and further discrimination against
linguistic and religious minorities and other disadvantaged castes. Slums are
nothing but a reflection of the same and it is in this context that we find
ourselves today. However the
system continues to divert
us by saying that we are the
people as shelter less Jobless
or economically poor etc
Caste, Religion, Language and Political Parties have prevented us from getting organised so far. We have to
over come these barriers and get organised. In this background, we have come
forward to organise our own people. It has been a year since we came into
existense – not just as a collective of
slum groups but as a collective of all urban deprived communities. We are not
just focussed on housing or access to
basic amenities, instead ours is a for
dignity – a movement focussed on ensuring that all of us from
urban deprived communities, who are
citizens of this country get a rightful
share of all the resources in this country. It is a movement which will speak of our unique cultural
identity. As a first step in this long journey, we are organizing this state convention in Hubli to work towards
fulfilling the demands of all of our people living in slums. Do join us in as
we work towards achieving social justice.
Our
Demands
1. We demand our
rightful share in urban land and guaranteed land rights of people living
in slums
2. we demand
proportional share for in central, state
and urban local government budgets urban dispossessed communities
3. We demand
for separate ministry for urban poverty
alleviation and slum development
4. Abolish
unit system in PDS and universalize PDS
5. Stop
out-sourcing and contracting of Grade-4 jobs in the government and regularize those who are working currently
6. Ensure
and implement Social Security measures and living wages for people in the unorganized
sector
7. Keep
away private interests from drinking water, food, health, education and
national resources
8. Design
and Implement urban development programmes in a way that does not harm the urban dispossessed communities
We, the
Slum activist organisation campaigns and movements working with the people living
in Slums or placed in varied situation, context , demands and work patterns. We
have our own rich experiences perception knowledge concepts ideas critiques and
best practices that can be shared in the process of our struggle to realise a life with dignity for all Urban deprived
communities. We however hardly get
occasions to share, reflect or to
mutually learn from our struggles victories and defeats. hence we earnestly request you to make this
on opportunity to meet, share and learn from our experiences
