EIB transport policy revision begins 25 March

Dear All,

The European Investment Bank is beginning its transport policy revision 
with the publication of an issues paper on 25th March.

I think it is a good opportunity for WCN to make a submission as WCN, 
but perhaps some of the European member groups will also be able to get 
involved in their own name.

For those of you who live in blissful unawareness about the EIB, it is 
the EU's house bank, which is supposed to make loans that support EU 
policy. EU policy being what it is, this means the EIB gives loans for 
whatever it feels like.

A few years ago there was at least a lot of urban public transport mixed 
in with the motorways and airports. However from a brief calculation I 
did at the end of last year it seems that this rapidly decreased after a 
high point in around 2004. Last year the main feature of the EIB's 
lending was supporting the car industry. Although this technically comes 
under its Industry sector lending and not transport, it obviously has a 
big impact on transportation in the EU.

As I will anyway be involved in this process as part of my work with 
Bankwatch I am able to keep WCN updated and steer the commenting process 
if WCN is interested in taking part.

bicycle related article - where to publish?

Hi all,

I have a question, if anyone can offer any advice. I have written a
rather fictional type of short story, following the fate of a bicycle.
It was rejected by Momentum for being too experimental (I had a hunch
it would) and so I'm trying to think of another good place to give it
a try. Wouldn't necessarily have to be a bike magazine, but should be
a magazine comfortable with experimental fiction.

Any ideas?

Towards Carfree Cities IX - York 2010 update

Dear all

On behalf of our organising team, I just want to invite you once again to attend the ninth Towards Carfree Cities conference, from June 28th to July 1st this year. World Carfree Network's annual meeting is then taking place on July 2nd, followed by some optional weekend excursions.

There is a substantial discount on registration for World Carfree Network members, and we'd strongly recommend that you register and book your accommodation by the end of March. (York is a busy place, and hotels/hostels will fill up.)

We would like to ask for your help in spreading the word about the conference. With this in mind, I'm attaching a PDF flyer. If you could pass it along to your networks and contacts, we'd very much appreciate it.

TOWARDS CARFREE CITIES IX - YORK 2010

We invite you to join us for this international gathering of experts, practitioners and campaigners dedicated to promoting sustainable and equitable alternatives to the motor car. The focus is on strategy, collaboration and exchange, assisting the practical work of conference participants, from organising carfree days to planning the carfree cities of the future.

This year's conference, "How Do We Get There?", will focus on bringing carfree communities to life, considering a range of strategies from temporary events to permanent road space reallocation to European models of new carfree development. We plan to carry out a real street conversion during the conference!

We will also learn from and seek inspiration from the past, by looking at how the medieval pedestrian city was organised spatially, and how these principles could be applied to future settlements. The key challenges of fostering political and public acceptability for car reduction measures will be examined, including an exploration of the conditions under which people willingly give up the car in exchange for the benefits of living in traffic-free environments.

The movie Auto*Mat (see it online)


Dear Friends,

Auto*Mat is an organization and a movie. The two are
deeply interconnected. Better to say, the organization kind of started
as a movie and in the process -- became alive on its own. I'm not
going to bother you with the whole synopsis, but the tagline is

   ,,Tomorrow, I'm going to wake up and change my city''

The movie luckily showed to be quite successful and as a part
of that, it was currently made available online in a streaming
version for free (only till Sunday) on the webpages of the Doc Allience
Association. So we had this idea, which I hope doesn't bother you,
to send out a link to a few organizations in other cities, just as a kind
of ,,hello'' postcard from here :-)

I mean, though we are from different cities, the issues we handle
have a lot in common. The movie starts out very personally and locally,
but eventually goes deeper than that to examine our automatisms
and in a playful and funny way, seek answers to questions related
with living in a city...

Sorry then, it seems that for some reason, the stream is strictly
limited to either Czech Republic, or to a few DocAllience partner
countries. I didn't know.

The DVD should be available around May, I'll post information
about it.

TOWARDS CARFREE CITIES X CONFERENCE - Call for proposals

The successful TCC conference series is celebrating it's 10th year -
now it's your chance to make your city famous by creating The Carfree
Event of 2011.

The procedure for applying to host Towards Carfree Cities X conference
is simple. We request that you send a 2-4 page hosting proposal to
this discussion list by 31 March 2010 with the following information:
a. who you are; the organisation(s) you are with;
b. the resources, skills and time at your disposal (fundraising,
programme work, outreach, etc.);
c. which groups would be partners and other useful contacts you have;
d. why the conference should be held in your city;
e. what you would like to occur at the conference (overall theme, aims
and any programme details).

Before submitting your proposal, please consult our Conference
Organising Manual (http://www.worldcarfree.net/members/manual.php) and
Conference Hosting Agreement
(http://www.worldcarfree.net/members/contract.php). If you are unable
to access these documents in the members-only area of the website, or
