so that things like ntpmonitor can restart ntpd if it has
been down to 0 valid peers for 5 minutes or so

Add a new veriable called SUBST_CMD. It has the same syntax as OpenBSD's,
the -c option is not supported though.

${SUBST_CMD} file ...

will replace all SUBST_VARS in the file.
