If this stuff is coming from that kind of thinking, then I can see how they'd conclude that every person who's white is part of the system, and is the system, and is oppressive, and is a racist. There are no "non-racists" because there are no non-cultureds. So what they want to do is create a new culture and indoctrinate people into it. People will be encouraged to discuss and explore and decide for themselves... but there is only one right answer; the new culture that sees all white systems as racist systems. But by putting all the emphasis on culture, they downplay the role of the individual. Cultures don't have intentionality, only individuals do. Groups don't have a singular intention, only an individual does (hence shambolic "decisions by committee").
