Abortion issues aside, it's a general rule in the American legal system 
that minors are incompetent to make legal decisions.  Let a 13 year old 
say she needs breast implants, or an appendectomy, and they all need 
parental/guardian approval absent emergency situations (although I 
can't now think of an emergency wherein one would need breast 
implants).  Hell, my brother got out of a ridiculous contract with a 
workout gym because he was 17 when he signed it (they apparently didn't 
notice).  So it's no surprise to me that a state would tell a minor 
that she needs parental permission to do a medical procedure.
