Popup menu for selecting pkg versions in setup

I have modified setup.exe to display a popup menu when
clicking in the "New" column, instead of cycling through
the available choices for a package.

Here is a picture:

Here is an archive containing the modifed PickPackageLine.cc
(from CVS HEAD a few days ago), and setup.exe (use it at
your peril!!!):

If you're serious about providing this to our community, please
provide a patch and a changelog so that we can evaluate it.
