First, not all the messages can use HTML, and even Wikitext, so this may fail.
Second, several messages don't need this. Third, this won't fix the interface as
the whole page is LTR-aligned. Fourth, the problem is not "align" but

It is indeed (though partially - http://mw.visc.us/Main_Page?uselang=he works
but http://mw.visc.us/ara:Main_Page?uselang=en doesn't), but fixing this bug
doesn't require using Multilingual MediaWiki, as it's also useful in
single-language wikis for people who use RTL wikis but prefer to use an LTR
language, and for people who use LTR wikis but prefer to use an RTL language.

Hoi,
Consider in a multilingual mediawiki you can specify how many languages 
you allow for. It can only be one. The issue is that the behaviour of 
the screen is taken from the user preference, as well as from the 
content. A RTL user prefers to have his navigation, tools and search 
stuff on the right. The content needs to oriented based on the language 
involved.

Is it good to create one patch for several extensions?
What "component" (from list in bugzilla) should I select?

No problem with the multiple-extensions-per-patch, it's more efficient
than tons of little ones. In those cases, I'd say just put it under
General in extensions.
