Help with Apache

Hi:

   I'm having some problems with one of our web based application. 

   root problem:
   =============
   a) Unable to start Apache

   Error message
   ===============
Starting httpd: (99)Cannot assign requested address: make_sock: could not bind to address
16.238.80.153:80 no listening sockets available, shutting down Unable to open logs

  What I've tried
  =================
  a) Check for running httpd processes using "ps afx"(none)
  b) Check for running tomcat processes "ps afx"(none)
  c) Use commands like "lsof -i -n" and "netstat -a" to check the status of port 80

  
  Any other way of trouble shooting this? I don't have root access and I don't have permission to do stuff such
as rebooting the server. I can't even read the syslog.

  Operating System :

  Red Hat 4.1.2-14

I don't have an RH box so im guessing it cant bind to port 80 since
its a privileged port (port 0-1024). Try binding it on another port to
verify.

Try changing apache.conf's appropriate Listen line from {ip}:80 to just 
80. The server's ip might have changed.

I'm not sure if you can start httpd if you are not root. You probably  
can't even change the conf files.

Has the server IP changed?  its the network interface corresponding to
that IP up?

Escalate.  If your app has been monitored via an external tool (like
Nagios) refer to that and bug your sysadmin(s) about it.
