[Puna-WG-eval] PCDP - Amendment meeting in HPP Sat. October 11th

Aloha Folks,

You should be aware that the upcoming County Council make up has changed and the Puna Community Development Plan may well come under assault in 2009.

FoPF is taking a proactive approach and is initiating an community consensus process on the subject of amendments to the PCDP.  When the subject of amendments comes up we don't want the community to be left out of the loop like last time.

Join us at the HPP Community Center Saturday, Oct. 11th.  2-5 pm.

FoPF "Amend It"PRogram

Friends of Puna’s Future  
PCDP “Amend It” Program

You are Cordially Invited to Participate in a Community Process to Amend the Puna Community Development Plan.

With the Puna Community Development Plan (PCDP) having been passed by the Hawaii County  Council into law it is  important to remember that the Plan has its flaws and amendments will indeed be needed.  A number of stake holders have proposed amendments to the PCDP and the community needs an opportunity to study the topic of amendments.

Friends of Puna’s Future is committed to bringing together those who have participated in the PCDP process and those who are now ready to do so.  All stake holders, large and small, will be invited to participate in determining the need and value of amendments. If you are reading this and reside in or own property in Puna District of Hawaii County then you may now consider yourself invited.

A series of public meetings have been scheduled:

HPP  Community Center - Saturday, October 11th   2-5 pm
Keaau Community Center - Saturday, October 18th 2-5 pm
Volcano Cooper Center - Saturday, November 1st   2-5 pm
     Pahoa Community Center -  Saturday, November 8th 2-5 pm.

These first meetings will be informational and organizational. It is FoPF’s intention to form four working committees (WC) to be  modeled upon the four sections of the PCDP FInal Draft.  These will be:

 Malama I Ka Aina, Managing Growth
Transportation & Implementation.

FoPF expects this effort to take place over several months extending into 2009 and to result in delivery of broad community consensus to the county council.   All participants of this effort will be asked to become Participating Members of Friends of Puna’s Future.  No membership dues are required.  We look forward to the process of meeting more of our neighbors and engaging in a friendly community building effort.

PCDP - What Happens Now?

Aloha Larry,

..... and thank you for always being prompt and responsive to questions and issues on this PCDP road we are on.

Can you describe for us what, in the eyes of the Planning Department, lies  ahead for the PCDP?

The passage route, amendment route and implementation route.


The last visioning I got from Chris Yuen concerned "best case" and "worst case" scenarios for passage by council.  It still needs to be passed by council and assuming that takes place at some projected point in time  some visioning of the continuation process would now be appreciated.

First step: conservation.
Last step: there is none, just keep conserving.

Yes, there are presently as many as four live and active efforts to 
establish oil palm on Hawaii Island and/or Maui. The business model: 
monoculture, high-volume, low margin, centralized-corporate-
decisionmaking. 
Target market: electricity grid, vehicles with high-efficiency 
European "German" technology. Think BMW,
Strategic partnerships are being formed. 

Profitable? This economist and farmer is not prepared to go there.

Does that mean any and all oil palm has no place on this or any other 
island?

My professional and personal opinion is: no. 

That is why my family is investing in planting about 20 acres within 2 
years and are working with tissue culture specialists to do further 
propagation.

business model: Polyculture, low-volume, moderate-margin, family-
enterprise-decisionmaking. 
Target market: biodiesel fuel for agriculture, construction, road-
freight, etc.
Processing: A range of equipment is available internationally, with 
various capacity / scale of operation. 
First harvest: 3 to 5 years after planting.
Monoculture: Oil palm produces more oil per land area than any other 
crop. It does this by being extremely efficient at using photosynthesis 
to convert solar radiation and fixing carbon. This means any intercrops 
must have a canopy below the palm canopy and tolerate low light. The 
oil palm has no tap root and no deep roots, with most of the root mass 
in the top meter -- primary roots and then the greatest part of the 
root mass is secondary and tertiary roots that will be within a few 
centimeters of the soil surface. This means any intercrop must not have 
deep roots. Legume pasture for laying hens? ducks? lambs?
Oil palm by-proucts: meal from pressing fruit; kernel oil and meal 
from pressing kernel; the meals are excellent livestock feed 
supplements.

Hi Kim,

Chinese tallow is the only one of the potential biodiesel species that
I'm seriously worried about.

I would be worried about some of the grasses, e.g., Arundo donax.

Falcataria moluccana is being proposed on Kauai for major plantation for
bioenergy, and I think that's a very bad idea.

But mostly I think biofuels may be a good idea. Oil palm may be just
fine for Hawaii.

Aloha All,

Glad to be home after three weeks in New Zealand, where recycling IS 
done and milk is produced with GRASS (not grain as was being done by 
the now dead Hawaii dairy industry).

About the Scenic Byways program: without saying, 'I told you so', it 
is indeed good to see this being discussed -- I have been pushing this 
and trying to get people to look at it since Puna Regional Circulation 
Plan.

Again: a single parkway across HPP is not necesary -- split the 
traffic within HPP on two different streets, within existing 40ft ROW.

Look forward to getting re-engaged in this discussion.

[Puna-WG-eval] Re :ROW width for PMAR and additional cost considerations

Aloha,

FYI, on Page 18 of 28 thru Page 21 of 28, the Puna CDP Transportation 
Working Group Existing Roadways Task Partnership addressed the 
issues, goals and objectives for connectivity along roadways in 
Puna.  Amongst the list of roadways considered in Puna Makai, were:

    +  Government Beach Road
    +  Railroad Right-Of-Way
    +  Shower Drive

I have enclosed the text of the recommendations for the above roadways, below.

Also, on Page 29 of 47 of the Puna CDP Transportation Working Group 
Final Report - OVERVIEW, the Proposed Allowable Uses for Existing 
Roadways in Puna are recommended in TABLE 13.1.

a.    GOVERNMENT BEACH ROAD:

         i.      ISSUE: Government Beach Road is impassable between 
the following point(s): Kahakai Blvd. to Maku`u and Shower Drive to Hilo.

         ii.      GOAL:  Government Beach Road serves as a "scenic 
coastal byway" connector route between Kapoho and Hilo.

         iii.      OBJECTIVE:  Transform Government Beach Road into a 
"scenic byway" and emergency evacuation route*.

*In the event of a hurricane disaster it is likely that Highway 130 
would be littered with a forest of utility poles, possibly rendering 
it impassable to all traffic.  Under such circumstances, Government 
Beach Road would provide redundancy from Kalapana to Hilo.

          iv.      RECOMMENDATIONS:  The County, in cooperation with 
the State DOT, should apply for Federal "scenic byway" funding to:

                 1.  Pave Government Beach Road from Kapoho to Hilo, 
without the destruction of any significant trees with sensitive 
regard for the historic preservation of the Old Puna Trail.

                 2.  Re-open impassable sections of Government Beach 
Road between:

                         a.  Hawaiian Parks and Hawaiian Paradise Park
                         b.  Hawaiian Paradise Park to Hilo

                 3.  Repair the coastal portion of Government Beach 
Road that is now blocked off between Maku`u Drive and Paradise 
Drive.  This area is currently used for pedestrian travel only, but 
could be re-opened after repair of a short portion of the roadway 
along the coastal cliff where the County of Hawaii parcel is 
currently used for whale watching, fishing, and light recreational use.

                 4.  The entire scenic byway should be declared 
"restricted access" for passenger vehicles, mini-vans, paratransit 
buses, bicycles and pedestrians only, with a posted and enforced 
speed limit of 25 mph.

b.    RAILROAD RIGHT-OF-WAY (ROW):

         i.  ISSUE: Portions of Railroad Avenue are impassable 
between Kapoho and Shower Drive.

         ii.  GOAL: Railroad Avenue serves is a multi-modal pastoral 
experience, isolated from the manifestations of commerce and 
advertising, even when the road passes through populated areas from 
Kapoho to Hilo.

         iii. OBJECTIVE:  Re-open Railroad Avenue at the following locations:

                 1.  Kapoho to Hawaiian Shores
                 2.  Hawaiian Beaches to Hawaiian Paradise Park
                 3.  Shower Drive to Railroad Avenue in Hilo

         iv.  RECOMMENDATIONS:

                 1.  Pave and improve Railroad Avenue from Kapoho 
Road to Hawaiian Shores, clearing any blocked or impassible areas of 
the roadway along that route.

                 2.  Construct a connector roadway extension of Kehau 
Road, from the Nanawale subdivision to Railroad Avenue.

                 3.  Construct a greenscaped modern roundabout at the 
intersection of Kehau Road and Railroad Avenue.
                 4.  Improve and pave Railroad Avenue from Hawaiian 
Beaches to Hawaiian Paradise Park, clearing any blocked or impassible 
areas of the roadway along that route.

                 5.  Improve and pave Railroad Avenue from Hawaiian 
Paradise Park to the existing Railroad Avenue on the Hilo side of the 
W. H. Shipman properties at Milo Street.

                 6.  We endorse the Railroad Avenue Multi-Purpose 
Pathway, the Old Volcano Trail and the Safe Routes to School (SR2S) program.

Note: This would complete the route along the former Railroad 
easement connecting Hawaiian Paradise Park and Hilo.  Although 
Railroad Avenue no longer exists as a railroad easement across W. H. 
Shipman land, the use of the grade improvements and railway roadbed 
itself would be less expensive than construction of a new roadway.

                 7.  The County should construct a rock wall along 
the roadway from Hawaiian Paradise Park to the existing Railroad 
Avenue on the Hilo side of the W. H. Shipman properties at Milo 
Street to protect the current W.H. Shipman properties from agricultural theft.

                 8.  The entire Railroad Avenue multi-modal corridor 
should be declared "restricted access", exclusively for passenger 
vehicles, mini-vans, paratransit buses, bicycles and pedestrians, 
with a posted and enforced speed limit of 25 mph.

c.     SHOWER DRIVE:

         i.  ISSUE:  Shower Drive is a dead end roadway.

         ii.  GOAL:  An extension of Shower Drive to 17th Avenue 
facilitates connectivity for Puna Makai traffic, from the bottom of 
Hawaiian Paradise Park (by way of Kaloli Drive and/or Shower Drive) 
to the subdivisions mauka of Hwy 130.

         iii.  OBJECTIVE:  Improve access from Makai portions of 
Hawaiian Paradise Park to the subdivisions mauka of Highway 130.

         iv.  RECOMMENDATIONS:

                 1.  Improve and extend Shower Drive to 17th Avenue.

                 2.  Construct a modern roundabout at the 
intersection of Shower Drive and Highway 130, providing a safe 
intersection and access to Pohaku Drive and mauka subdivisions.

National Scenic Byways Program (NSPB)

INTRINSIC QUALITIES

To be designated a National Scenic Byway, a road 
must possess characteristics of regional 
significance within at least one of the intrinsic 
qualities. All-American Roads must possess 
characteristics of national significance in at 
least two of the intrinsic qualities.

ARCHAEOLOGICAL

Archaeological Quality involves those 
characteristics of the scenic byways corridor 
that are physical evidence of historic or 
prehistoric human life or activity that are 
visible and capable of being inventoried and 
interpreted. The scenic byway corridor's 
archeological interest, as identified through 
ruins, artifacts, structural remains, and other 
physical evidence have scientific significance 
that educate the viewer and stir an appreciation for the past.

CULTURAL

Cultural Quality is evidence and expressions of 
the customs or traditions of a distinct group of 
people. Cultural features including, but not 
limited to, crafts, music, dance, rituals, 
festivals, speech, food, special events, 
vernacular architecture, etc., are currently 
practiced. The cultural qualities of the corridor 
could highlight one or more significant communities and/or ethnic traditions.

HISTORIC

Historic Quality encompasses legacies of the past 
that are distinctly associated with physical 
elements of the landscape, whether natural or 
manmade, that are of such historic significance 
that they educate the viewer and stir an 
appreciation for the past. The historic elements 
reflect the actions of people and may include 
buildings, settlement patterns, and other 
examples of human activity. Historic features can 
be inventoried, mapped, and interpreted. They 
possess integrity of location, design, setting, 
material, workmanship, feeling, and association.

NATURAL

Natural Quality applies to those features in the 
visual environment that are in a relatively 
undisturbed state. These features predate the 
arrival of human populations and may include 
geological formations, fossils, landform, water 
bodies, vegetation, and wildlife. There may be 
evidence of human activity, but the natural 
features reveal minimal disturbances.

RECREATIONAL

Recreational Quality involves outdoor 
recreational activities directly association with 
and dependent upon the natural and cultural 
elements of the corridor's landscape. The 
recreational activities provide opportunities for 
active and passive recreational experiences. They 
include, but are not limited to, downhill skiing, 
rafting, boating, fishing, and hiking. Driving 
the road itself may qualify as a pleasurable 
recreational experience. The recreational 
activities may be seasonal, but the quality and 
importance of the recreational activities as 
seasonal operations must be well recognized.

SCENIC

Scenic Quality is the heightened visual 
experience derived from the view of natural and 
manmade elements of the visual environment of the 
scenic byway corridor. The characteristics of the 
landscape are strikingly distinct and offer a 
pleasing and most memorable visual experience. 
All elements of the landscape -- landform, water, 
vegetation, and manmade development -- contribute 
to the quality of the corridor's visual 
environment. Everything present is in harmony and 
shares in the intrinsic qualities.

Puna Makai Alternate Route (PMAR) through HPP

Aloha John Whalen,

On Page 23 of 23 of your January 4, 2008 memorandum: Pre-Draft 
Community Development Plan, there is a map, which I assume depicts 
your proposed PMAR alignment, Street Connections, Intersection 
Improvements, Shower Drive Extension, Scenic Corridor and Trail

I cannot tell whether there is new roadway construction being 
proposed between Shower Drive and Hilo.

Can you zoom in on the map for us and provide us with more details 
with regards to the alignment of the portion of the PMAR below Route 
130 and beyond Shower Drive?

May I have a copy of PB America's studies?

I cannot remember where I read it, but I'm certain that I read that 
Mayor Kim has assigned a high priority to establishing an alternate 
roadway in and out of Puna, which would also serve as an emergency 
evacuation route for residents of Puna Makai.  It shouldn't take much 
investigation to verify this.
