I'm probably about to demonstrate that I'm not a lawyer here, but since
the transition team is using official-sounding terms like "Office of the
President-Elect" and operating on a .gov domain name, why wouldn't it be
better to hold them to the standard for federal government publications
that all of this material is in the public domain?

Right now they're a 501(c)(4) organization, and not actually a government entity, despite having a .gov domain.

The alternative option could have been to use a CC public domain dedication, but I'm okay with CC-BY...

I'm pleased as well. Seeing Obama's campaign take this step toward open access is heartening -- it may be only symbolic since Obama would have no reason to sue somebody redistributing the work of his PR office, the fact that he uses this license in particular says good things.
