Registration Reminder: ARIN Caribbean Sector Meeting, Bridgetown, Barbados

We hope you will join us for the ARIN Caribbean Sector Meeting taking 
place 10-11 February in Bridgetown, Barbados. ARIN is conducting this 
meeting principally to solicit input from the community in the Caribbean 
portion of the ARIN region.

On Tuesday, we will feature an afternoon IPv4 to IPv6 Transition 
workshop led by the Caribbean Telecommunications Union (CTU). On 
Wednesday morning, ARIN will hold an educational workshop on IPv6 and 
facilitate an "IPv6 Experiment" where you can operate on a native IPv6 
network while learning about other IPv6 experiments and large-scale IPv6 

Registration is free and includes all events, breakfasts and lunches, 
and the Tuesday evening reception. Hotel, meeting registration, and an

ICANN Issues Final Call for Comment on Proposed Global Policy for Remaining IPv4 Address Space.

ICANN has issued a final call for public comments until 26 February 2009 
on a proposed Global Policy for Remaining IPv4 Address Space. In 
summary, the proposal states that each Regional Internet Registry, RIR, 
be allocated one /8 IPv4 address block when the IANA free pool of IPv4 
address space reaches five remaining /8 blocks.

Website Maintenance Work for Monday, 9 February 2009

On Monday, 9 February 2009, ARIN will be performing website maintenance 
between 7PM and 9PM EST (UTC-5 hours). During this time, posting to ARIN 
mailing lists will be deferred and sections of the website may be 
intermittently unavailable. All other public services will continue to 
remain available including requests and correspondence via e-mail to

Last Call for Fellowship Applicants

You have until this Thursday, 12 February to submit an application and
be eligible for a free trip to ARIN XXIII in San Antonio Texas.  If you
or someone you know would be interested in this opportunity we encourage
you to apply.

The ARIN Meetings Fellowship Program in an
effort to broaden educational outreach and bring new ideas into the
public policy discussions. The program provides financial support for
one individual from each of the three sectors within ARIN’s service area
(Canada, the Caribbean and North Atlantic Islands, and the United States
and Outlying Areas) to attend each Public Policy and Members Meeting.

We are now issuing a call for Fellows to attend ARIN XXIII in San
Antonio, Texas, 26-29 April. If you are interested in applying for the
program, you
have until 12 February, 2009 to submit an application. Individuals
selected for the
fellowship will receive the following benefits:

• Free meeting registration
• Round-trip economy class airfare to the meeting, booked directly by ARIN
• Hotel accommodations at the venue hotel, booked directly by ARIN
• A small stipend to cover meals and incidental travel expenses.

ARIN Caribbean Sector Meeting Now Underway

The ARIN Caribbean Sector Meeting is now underway in Bridgetown, Barbados.

For those in the community who were unable to make it to Barbados, ARIN 
is offering a live transcript and Jabber chat for the meeting. The times 
for remote participation are as follows:

Last night ARIN proudly unveiled an updated version of its website. The 
new design offers a fresher and more modern look with streamlined 
navigation that we hope you find more intuitive and user-friendly. Some 
highlights include:

* Completely reorganized menus now offer drop-down selections to get you

New Version of Registration Services Agreement Posted

ARIN is pleased to announce the release of Version 10.0 of its 
Registration Services Agreement ("RSA"). Version 10.0 was written to 
address community input and the operational experience obtained since 
Version 9.0 was released in April 2006. Below you will see a change 
summary, many of which were incorporated into the Legacy RSA (“LRSA”) 
released in September 2008. The previous version of the RSA, 9.2, will 
remain on our website for comparison and review for the next 90 days.

Modifications to the RSA as reflected in Version 10.0 include the following:

1. The text describing ARIN’s authority to modify the agreement has been 
moved from an unnumbered paragraph into section 2. For all future 
revisions of the RSA, the new section 2 provides that ARIN will send 
e-mail notification to the currently registered Administrative Point of 
Contact. Moreover, section 14(d) was revised to allow an Applicant to 
terminate the agreement at any time with the return of the Applicant’s 
number resources.

2. Section 3 makes more explicit ARIN’s ability to terminate the 
agreement if an Applicant misrepresents information it provides to ARIN. 
This provision protects the whole community from fraudulent 
applications, which are on the increase.

3. Section 6(b) now includes another option to address nonpayment, 
providing ARIN the option to stop the provision of services in lieu of 
revocation and/or termination of the RSA. The addition of this 
flexibility is in favor of number resource holders, and it provides ARIN 
with an option short of revocation to address nonpayment while retaining 
the revocation option.

Caribbean Sector Meeting Report Now Available

On 10-11 February, ARIN held a Caribbean Sector Meeting in Bridgetown, 
Barbados. The purpose of the meeting was to discuss the active policy 
proposals in the ARIN region in order to gain a Caribbean perspective on 
ARIN policies and procedures.

The report of that meeting, which includes presentations, transcripts, 
and summary notes, is now available on the ARIN website at:

The Advisory Council will receive a report summarizing each of the 
policy discussions, and will use this information during its 
deliberations of these policy proposals.
