In order to get snmp CPU counters...and good ones for each...we did have
to add the snmp-informant agent ON TOP of the SNMP from windows. This
agent installs super quick, no reboot needed (though you do want to
restart the snmp service), and ONMS detects it with no changes at all to
your configs. This is an extension of the SNMP mib in windows...and it's
free.

What version of windows? I see in from the stock snmp on Windows 2003
servers
and the default configuration of opennms.
