maven compile fails in offline mode

Hi,
I am trying to install OpenNMS 1.6.2-1, with maven in offline mode, because of proxy restrictions. I downloaded the Maven repository and put it in
~/.m2/repository
First I tried ./build.sh install assembly:directory-inline
But it fails, and then I tried mvn –o compile
This also fails with following error message.
ERROR] BUILD ERROR
[INFO] ------------------------------------------------------------------------
[INFO] Failed to resolve artifact.
No versions are present in the repository for the artifact with a range [1.6.0,)
javax.samples.jnlp:jnlp-jardiff:jar:null
I check the repository it has jnlp-jardiff-1.6.0.jar in ~/.m2/repository/javax/samples/jnlp/jnlp-jardiff/1.6.0/
But it is still showing this error.
Any help in this regards will highly appreciated.
