Bug or feature: read-only files have AppleDouble part read/write

Recently I've turned on options:upriv on the volumes of my Netatalk file server. I've noticed two issues which I don't understand: (1) Suppose you create a file named "changeme" with mode 0644 (default on Mac OS X) on an AFP volume on the Mac OS X side. On the Netatalk side of the volume, the mode of "changeme" is set to 0644, too. But ".AppleDouble/changeme" is set to 0666, i.e., anybody with for example shell access to the file server can modify the contents of ".AppleDouble/changeme". (2) Setting execute bits on files seems to be ignored by the Netatalk server. Is this the intended behavior? According to the AFP3.1 specs? Are these bugs or features of Netatalk? I couldn't find anything useful in the AFP or Netatalk documentation.
