I assume there are currently no GUI clients that will be able to use this. So
this should be implemented compatibly both in server core and clients. What
services should be advertised - gui port and web ui?

[task #10195] Min/Max bandwith setting

So what is a consensus on this? We could have additional argument for
bw_toggle to specify which download profile to use (and toggle when no
parameter supplied (as it is now)). Anyway the solution with netcat looks
pretty reasonable to me.
