Wouldn't it be better to use the Sylpheed "Actions" for this?

I send a lot of emails with attachments, often very large files, because Sylpheed works the way it does I am
storing two copies, the original and what is stored in my saved email - I want a method to delete the
attachment(s) but retain the file name(s) within the email for future reference

That would be nice for both sent and received emails.

Use 'Attachment Tool Plug-in'. This plug-in has been included in
Sylpheed since 3.1beta3 or later.

Usage: select target messages and choose 'Tools - Remove attachments'.

It would be nice to be able to tell sylpheed "don't bother to check
folders X, Y and Z", or alternately "only check folders A, B, and C".
Specific cases where I would like this are when I'm on a slow link and
I know that new messages are only going to show up in A, B and C, and
that no new messages will show up in X, Y and Z.

Is such a feature available?  Would others use it if it were?

I'm currently planning to release Sylpheed 3.1 final at the end of
January.

Tentative release schedule:

1/14..17  3.1beta7
1/21..24  3.1RC
1/28..31  3.1 final (or RC2 if some significant issues found)

If there are the problems which should be addressed before 3.1 final,
please notify me.

  String freeze for updating translations is supposed to happen after first
  RC or after the beta7? Or maybe is not supposed to happen? :))
