I have noticed it too, maybe it's a gtk-wimp theme's bug.

This may be a new specification of GTK+ >= 2.8 ;)
I'll find a way to narrow the spacing anyway.

Fixed in svn trunk.

This will only occur if GtkTreeView::allow-rules = 0. If I set it to 1,
then it is ok.
(file gtkrc from MS-Windows theme)

  Hi Everyone, 

  I recently updated my Fedora Core 5 system and it gave me a new
  updated version of Sylpheed ( 2.2.9 to be precise ). 

  Now when I do an Action that was defined with '>' at the end,
  to insert the command's output, it doesn't insert the output at the
  location of the cursor, but now always inserts the text at the top of
  the compose window. 

  Is this a bug or a change to the behavior?

Maybe you are behind a firewall, because at work you have a local mail server.
