CVSROOT at Savannah updated

As documented in:

the GNU Emacs repository has moved to cvs.savannah.gnu.org and uses the
pserver protocol to increase performance (*I've* noticed a big
improvement).

Those of you who use CVS MH-E will notice the next time you do a "cvs
up". You can either follow the directions in the document above to
update your CVS/Root files, or you can simply clobber the emacs
directory and run make--I've updated the Makefile accordingly.

p.s. Developers can still use the "make emacs-devel" target to get all
of emacs using their Savannah logins.
