[patch] install perm change

This is the install permission change Alex requested.  I never received
comment.

This changes the installation permissions from 555 to 755 (the install
default).  Alex cited the need to run strip post-install on the
binaries.  I see no reason not to install them with owner write access,
and most other things do have it.

Any objections before I commit this?  Alex, is this what you want?

libproc: what is there now

Well I finally made it all the way through libproc and I now know what
is there. It was quite educational for me. I learned quite a few things
about /proc and the procps utilities by walking through the source. This
is what I have so far. Next I'm going to go through my list of
requirements and enumerate them and propose an interface for libproc.

top percent calculations

In top.c do_stats() we're printing the SMP percent in a way that looks 
completely wrong:

Basically printing of a percent number for a/b is done by
printf ("%3d.%-d%%", a * 100 / b, a * 100 % b / 100);

the calculation of the digits after the dot look bogus. Its needs to be 
something like:
printf ("%3d.%02d%%", a * 100 / b, (a * 100 % b) * 100 / b);
