Updated to 4.3.28.
Some reservations on disk usage of the test suite. The old value was left though
it seemed high.  Each of 1582 tests have different usage, add in parallel tests
and there is not even a good guess.

Version increment in the pre-release series.

Evolution and Gnome-Pilot will break with any 0.12.0xxx update. Until
these two packages port the new API, we cannot update this package, even
if a stable version is released.

KDE's Kpilot and the J-Pilot packages will work (have been ported)
