 rane (as Freenode group contact) told me that those moves won't happen
because of several issues.

IRC channel clean up

Hi,

robbat2 for Willikins
fox2mike, nightmorph for the homepage's IRC channel listing
rane as group contact
-project for notice

having started a thread on -project mailing list [1] about a revamping
of our channel list, some channels that are in our official listing can
be removed:

#gentoo-arm
There is a note saying "Go to #-embedded", a redirect would be great.
Please remove that channel from the official listing.

#gentoo-osx
Only Willikins is there, can go and remove from listing.

#gentoo-hurd
Plain dead.  Remove from listing.

#gentoo-vim
Residents are Willikins and 4 unique users the time I checked.  No real
need as demand is too low.  Remove from listing.

#gentoo-installer
Has Willikins and 3 unique users.  Deprecated project.  Remove from
listing.

#gentoo-eselect

being told they "don't understand so go away" we could have agreed
then, that the issue was simply about knowing the EAPI before sourcing.

As it is, we _finally_ have grudging submission that tightening the PMS
to reflect QA reality works but is not "the best solution."

Just to get it out there, I don't think there's any actual conflict here 
(although the foundation bylaws disallow it, presumably because some 
people appear to think there is -- the reasoning isn't explained). They 
have completely separate roles without significant overlap.

The bylaws do disallow it. See section 5.2.
