Actually causing a constitutional GR to happen

So, it seems that several people are in favor of action on this issue
and no one really seems to be objecting.  Does someone want to
formally propose a GR I can read and second?

	Well, I got caught up in other stuff (read: policy and my
 packages and RL). I was hoping someone would take it and run with it
 ;-). I am going on a two week business trip starting Sunday, and may
 have intermittent netorwk connectivity, so worst case scenario is
 that the GR would have to wait until the end of the month (unles, of
 course, someone else takes this forward).

I'm willing to do this but I'm hesitant to volunteer because I don't
(and I know I'm not alone here from previous posts) feel like I have a
deep understanding of the voting processes in question.

If there's someone that is more familiar with preferential voting
methods and who'd be willing to sit down with me on IRC and make sure
that my understanding is correct and who'd be willing to check over my
proposal once it's written, I'd be willing to take this up.
