Upstream says all bugs are fixed in
http://translationproject.org/PO-files/fr/texinfo-4.13.fr.po. A
similar file has been checked in into CVS
http://cvs.savannah.gnu.org/viewvc/*checkout*/texinfo/po/fr.po?root=texinfo

I assume your bug to be solved, the next version of texinfo to be
released in the next millennium will have the bug fix. Feel free to
check the version in CVS, it has been changed heavily AFAICT.

This package builds with a non standard compiler version; please check
if this package can be built with the default version of gcc/g++, or
with gcc-4.6/g++-4.6.

Please keep this report open until the package uses the default
compiler version (or gcc-4.6) for the package build.

The severity of this report is likely to be raised before the release,
so that the gcc-4.4 package can be removed for the release.

Where do you see (log) that we're using an outdated compiler? Yes, we
had to use an older gcc on armel for a while b/c the default did not
work.  However we can compile using 4.6 on armel, hence that
excpetion has been removed in 2009-10. And yes, the changelog entry
is not really correct.
