I have keep the changes in /usr/share/tetex-base/setup-ucf: the first line from #!/bin/sh -ex to #!/bin/sh -e and delete at the very end the line: echo "Exitcode: $?" Then I do, what you describe, to change the comment at fifth and sixth line. This was not very helpful. I need the combination of #!/bin/sh -ex (with the x) and UCF="ucf --verbose -d --debconf-ok" in setuc-ucf. Only one of them does not help.
