local modification.  And  because of possible policy
violation bug we could get.

Again note I didn't intend to fix #218105 completely but 
only to show you a starting point (better or more updated
than the present one, at least).

The files within this directory are all free software. Most of these
files here are copyright by some author(s), but I have taken care that
the following conditions are true:
  - all files can be distributed: no license fee is required.
  - using these files (even for commercial purpose) is not restricted.
  - modification of files is allowed and the distribution of subsets.
    of these files are allowed; but, please check the individual license
    before doing that (you might need to mark changes in some way or
    rename modified files and some files might only be distributed
    together with other files)

Bug#218943: ngerman -- \language number for ngerman undefined, default 255 used

Hi,
I'm using ngerman (language package for "neue Deutsche Rechtschreibung")
When I use the latex command to compile some tex file, I get this
warning:

(/usr/share/texmf/tex/generic/german/ngerman.sty v2.5e 1998-07-08
ngerman -- \language number for ngerman undefined, default 255 used,
ngerman -- Please read "gerdoc.tex" how to install hyphenation patterns.)

Unfortunately I don't understand the instructions on how to fix this.
I think it should be fixed in the package as anyone wants hyphenation.

Is this the same as #208408? Could you hava a look at it how to fix
it? In the moment Atsuhito and Frank are trying to find a fix for it.

As far as I see, the patch was ready to be applied. However, I might
have missed or forgotten something while I was away.

And then there's the policy question that also relates to language.dat
being handled by debconf. I can't promise to work on that the next few
days.
