What to do with the TURs

After much discussion with Jason, I've finally sucked it up and wrote an
actual plan for the TURs. Please read it and add your comments. The last
discussion that Jason raised was ignored by most, and this is wrong.

seems quite interesting to me, I'll read it again so as to find 
drawbacks that could be worked upon.

I think Ben's proposal is a great idea, it seems like what is happening is that the TURs is a beast out of
control, if it was more of a community driven thing that would be great. Alot of work is put into the TURs by
Ben and previously by Jason, anything we can do to help would be great. I think a vote on this proposal would
be a good step forward.

Is there real source available, rather than from Debian? I have no
problem using source from Debian, but I always find it odd when there
is no homepage for a project.

After my initial read over this, I like it. I agree on the choice to
move the TURs into such a direction. Like Brice said, I'd have to scan
over it in more detail later, but I'm glad something is getting
written down about this.
