THE RTI (Right to Information) needs to be saved from retired bureaucrats
who have begun treating the post of information commissioners as
post-retirement perks. There is already a 15-month pendency of complaints
though the number of information commissioners has gone up to nine against
11 sanctioned posts. If things continue like this, we might be holding
seminars three or four years down the line wondering where and how we went
wrong on RTI.

Retired bureaucrats who are appointed as information commissioners, with
their ambassadors with beacons, Rs 80,000 per month pay and other perks,
hear less than 1.5 cases a day. In November, the nine information
commissioners dealt with only 602 cases. One particular commissioner heard
32 cases and the other only 44.

Hearings in RTI do not take more than 10 minutes on average. Contrast this
with a high court judge who takes up 200 cases in a month, all of which
involve prolonged arguments and complex issues.

What would be the point in filing an RTI when one knows that the reply would
come only after three years.

RTI is a true weapon for the people in a democracy and the post of
information commissioners should be filled up by people who have a proven
track record of knowing, adhering to and supporting the concept of RTI and
it should not be limited to bureaucrats so that, unlike the current
situation, the law is enforced properly. Not only the pendency, but
enforcement should be the focus and this cannot be achieved even if 100 such
information commissioners are appointed. Enough is enough.

There is also a need to simplify the procedure of obtaining information RTI.
Half of our country's population is not yet literate enough to understand
how to obtain the information under the RTI. If the concept does not reach
the masses, it would cease to be effective as it would remain limited to a
miniscule percentage of population. The Centre and the states should follow
the Bihar example of setting up a call centre where people can register
their RTI applications over the phone.

Sarbajit is not going to become CIC.

The present ICs have not "shifted their allegiances". They were all
corrupt little turds well before they became ICs. Being a corrupt
little turd is an "eminent" pre-requisite for these kinds of positions.

My 2009 resolution is to focus on "corrupt little shits of RTI"
instead of the "Mir Jafars of RTI".

The Way appeals are heard by Information commissioners,  If appeals are heard after three years ( not heard but just pretended to be heard) and orders passed with biase mind to deny information.RTI act will die its natural death

 Dear All, Every year as per World Heaith Orgn Report Eight lakh people die in India due to water borne diseases.  Doctors say, More water from tanker, more illness RTI Application was filed in year 2006 to find out whether  how does civic body checks the purity of  drinking water supplied by tankers. PMC informed that RTO checks it visually.  The reason why it is necessary to check the water because in the morning tankers suuply drinking water & in the evening tankers supply  water to construction sites collcted from borewells etc, nallas   etc. Also during last Sixty Years PMC never checked its chlorination tank,  1.5 feet silt was found , as a result 15% per annum expenditure was more.Now PMC has stated to check purity of water .  Therefore you may file  RTI & get tankers checked. . The Pune Municipal Corpo­ration (PMC) has decided to carry out random checks on water tankers supplying drinking water to scarcity-hit areas of the city.
The PMC's water supply department on Wednesday issued an order after hold­ing a hearing before the civic body's appellate officer and development engineer Pramod Nirbhavne that from January 1 it will con­duct random checking of water quality supplied through tankers.
This decision was taken after a relentless follow up by Right to Information ac­tivist Vihar Durve on pro­viding pure potable water to the water scarcity areas in the city through tankers.
Durve said that he had taken up the matter with the civic body after large-scale complaints from citizens, particularly those depend­ent on water supply from

"It    happens    because many times the tankers are not cleaned from the inside.
So, despite the PMC supply­ing potable water, many a times, it gets contaminated," he said.
The order also stated that the water supply depart­ment will have a mobile lab-
oratory van which will visit the scarcity areas where wa­ter is supplied through tankers. "The PMC officials

Nirbhavne said that the water supply department will conduct the test to check whether the tanker water is potable or not. He also said that citizens could also contact the nearest PMC office, pumping sta­tion or the ward office and demand a water test.
"We have given a dead­line of February 2009 to all the tanker water suppliers to maintain their tankers in good shape," said Nibh'avne. "If we find any tanker leak­age or a tanker without a lid we will fine them RsSOO. If no further precaution is tak­en by the tanker suppliers then we will cancel the ten­der," he said.

Dear Citizen/activists,
Illegal orders passed by SIC and CIC can only be vacated through writs in High Courts and not through agitation/dharna/pradarshan. An order passed in a judicial/quasi-judicial proceedings attains finality if not challenged in higher courts. SIC and CIC have already passed innumerable orders which are against the provisions and definitions of the RTI Act and the PIO's are using these illegal orders against the citizens for wrongly denying information. Very few writs have been filed in High Courts against these illegal orders of SIC/CIC indicating that most of the RTI activists/ngo's are not interested in filing writs in High Courts but are more interested in agitation/dharna/pradarshan. The issues for which agitation/dharna/pradarshan are held can be legally enforced through High Court and Supreme Court orders with much less money and resource. I call upon all citizens/activists to file writs in High Courts against illegal orders/actions of SIC/CIC and to
support each other in doing so and all such citizens/activists can contact me for the same.
