Sorry for the delay in responding.

This means that if you are going to keep client state you will not be
able to scale and that means that there are limits to the number of
clients that you are going to be able to handle. Has anyone looked at
what the maximum number of clients each server is going to be required
to handle for each scenario?

Is there a meeting scheduled for tictoc?  Any preliminary id on agenda/expected work?  Can we get a sense of who is attending in person?

TICTOC is not meeting. The feeling was that we would not
get a good attendance at that location.

If however there is enough material for a virtual meeting
we will set one up.
