Dan's AD notes for August 2008

Following the initiative of a couple of other ADs I am starting to send
activity notes at the end of each month. Please do not see these as a
complete report, but rather as a working space for my part of the area.
Please let me know if you find this useful and keep me honest by asking
questions, reminding me on action items I may be slow in answering and
filling in the details that I may have missed or gotten wrong.

Timeline for Scheduling BOFs for Minneapolis

The deadlines for IETF-73 are approaching fast. In particular, if people
are thinking of BOFs they should be talking to the ADs as soon as
possible. Here's the published timetable:

September 15, Monday - Cutoff date for requests to schedule Working
Group meetings and for preliminary BOF proposals to ADs at 17:00 PDT
(24:00 UTC/GMT).
September 29, Monday - Cutoff date for requests to Area Directors to
schedule BOFs at 17:00 PDT (24:00 UTC/GMT).
October 6, Monday - Cutoff date for Area Directors to approve BOF
requests at 17:00 PDT (24:00 UTC/GMT).

As usual, known BOFs will be listed at
http://trac.tools.ietf.org/bof/trac/wiki. So far we have not gotten any
proposal for OPS Area. If anything is in cooking please let us know as
soon as you can, but not later than this schedule shows. 

We shall also allow for mini-BOF sessions in the OPS Area Open meeting
as we have done for the last few sessions. These do not have such firm a
schedule, but of course the sooner we hear about them the better.

This statement provides IESG guidance on interim IETF Working Group
meetings, conference calls, and jabber sessions.

Historically the work of the IETF has been conducted over mailing lists.
This practice ensures the widest possible involvement in the working
group process. This practice is not as efficient in terms of producing
specifications as extended face-to-face meetings but is much more
inclusive. In general IETF face-to-face meetings are used to hold
high-bandwidth discussions on specific issues that have not been able to
be resolved on a mailing list or, in the case of BOFs, to get a common
understanding of the issues involved in a particular topic.
These face-to-face meetings can be quite important but are not
substitutes for mailing list discussions.

There is a long history in the IETF of working groups occasionally
holding "interim" face-to-face meetings between the regular IETF
meetings to focus on specific issues or resolve specific problems.

Some IETF working groups hold interim conference calls or jabber
sessions in lieu of interim face-to-face meetings and to accelerate the
working group process.

Hi,

Personally, I think the scope is not clearly defined. The very wide
scope makes me concerned that this WG could be one of those that goes
on forever, because very little seems to be out of scope. 

I am also concerned that this is no longer just focused on documenting
best current practice, but also is taking on the task of proposals for
new approaches to operational challenges.

One reason why I am concerned is that proposals for other WGs could be
denied on the basis that whatever work somebody else wants to do on
best current practices or new approaches to operational challenges
could be denied because such work would already fit into the OPsec WG
scope. I do not think one WG should claim such a large scope.

Dan,

OPSEC is intended to be a long-lived working group. This is because
operational challenges change from year to year. When a new operational
challenge crops up, there is a distinct benefit derived from having a WG
in place with some institutional history.

OPSEC would by no means be the only long lived WG in the OPS area.
DNSOPS, V6OPS, and GROW all come to mind.

However, OPSEC scope is not unbounded. OPSEC cannot define a protocol.
Given a new operational challenge, it has only two choices:

- apply the technology at hand
- generate a requirement and toss it over the wall to another WG

OPS Area Open Hours

Thus is a reminder that Ron Bonica and Dan Romascanu are holding Open
Hours to discuss issues related to the IETF Operations and Management
Area on the first and third Tuesday of each month at noon - 1PM PT /
3-4PM ET / 9-10PM CET. 

All WG chairs, document editors, contributors, participants and in
general all interested to talk with us about the area and IETF business

IESG Selection

Folks,

This year, my term on the IESG will expire. Although I intend to run for
another term, I would like to encourage others to submit their names as
candidates, also.

In any healthy organization, there should be more than a few people who
are capable of leading. As the O&M area is fairly healthy, I believe
that we many such people and it would be rewarding to see them step forward.
