There is an error here.  The ISO 15924 "Notice of Changes" page lists 
the new alpha code element as 'Phlv' (numeric 132), but that alpha code 
is already used for Book Pahlavi (numeric 133), which was added in July. 
All of the other ISO 15924 pages, including the normative plain-text 
file, show the alpha code 'Phlp' for Psalter Pahlavi, and that is what 
will be added as a script subtag.

Thanks, Doug. Pasting error. The Notice of Changes document is 
informative, not normative. I've corrected it now.

Proposal for a new variant subtag of the french language (fr)

To Whom It May Concern,
 
In 2004 researchers of the university of Montreal ( http://www.iforum.umontreal.ca/Forum/ArchivesForum/2003-2004/040405/article3430.htm ) has developped the 'ortograf altêrnativ' (alternate french spelling) in order to increase literacy among people with intellectual or language disabilities (dislexy, dysorthography, etc).
 
Since then, this alternate spelling is spreading. Government bodies uses it (ex. City of Montreal - http://ville.montreal.qc.ca/portal/page?_pageid=2496,3086502&_dad=portal&_schema=PORTAL )
as well as private firms (ex. Sociétélogique - http://www.societelogique.org/dev/contenu/?page=simple/bienvenue&langue=si )
 
Today, there are also several groups (ex. ortograf.net - www.ortograf.net) promoting this spelling which currently are translating books, softwares, web sites, etc. in order ti give a more complete access to this new spelling standard.
 
A new variant subtag of the french (fr) is now necessary to facilitate the process of localization in the new spelling :
 
May I suggest the code fr-alt for the alternate spelling of french?

Hello Mario,

In order to register a variant subtag, you need to submit the proper 
form, which you can find (along with extremely, perhaps overly, detailed 
instructions) in RFC 4646:

  http://www.ietf.org/rfc/rfc4646.txt

Note that the subtag "alt" is not permitted for registration. Variants 
are required to be at least four characters long (if they start with a 
number) or five characters long (if they start with a letter)... and not 
to exceed eight characters in any case.

Also, even if 'alt' were permitted syntactically, "alternate" is a rather generic term: potentially many
different things worth registering might be considered an alternate form of something else. It would be
better to have a subtag that reflects a little more specifically what it denotes, if possible.

If I may suggest one obvious possibility, a variant
subtag "ortograf" (with "fr" as Prefix) would do nicely.

Just out of curiosity, why 'ortograf altêrnativ', and not
'ortografí altêrnatiff' (but then again, my French is not
really fluent!).
