This document specifies a Uniform Resource Identifier (URI) for
geographic locations using the 'geo' scheme name.  A 'geo' URI
identifies a physical location in a two- or three-dimensional
coordinate reference system in a compact, simple, human-readable, and
protocol independent way.  The default coordinate reference system
used is WGS-84.

Technical Summary:
  A Layer 7 Location Configuration Protocol (L7 LCP) is described that
  is used for retrieving location information from a server within an
  access network.  The protocol includes options for retrieving
  location information in two forms: by value and by reference.  The
  protocol is an extensible application-layer protocol that is
  independent of session-layer.  This document describes the use of
  Hypertext Transfer Protocol (HTTP) as a transport for the protocol.

Working Group Summary:

 This document represents a very strong consensus position of the 
 GEOPRIV working group. This consensus was unusually difficult 
 to acheive and carries a long history of conflict and compromise.

Technical Summary

This document provides a guideline for creating civic address
consideration documents for individual countries, as required by RFC
4776. Since civic addresses may have a different format in individual
countries, such address considerations are necessary in order to map the
civic address fields to the PIDF Location Object (PIDF-LO) elements.

Working Group Summary

This document was reviewed by the GEOPRIV working group, where it has
reached consensus for publication as an IETF RFC.

Technical Summary

This document describes the problems posed by a need for a "layer-
seven" location configuration protocol (L7LCP) in IP networks, and
states requirements for such a protocol. Location configuration, in
this document, is the process by which IP endpoints acquire their own
location from a network to which they are connected. A configuration
protocol that operates at layer 7 (i.e., the application layer) is
needed in order to be deployable in many different types of access
networks without major modification to lower-layer devices in the
network. The distribution of location information is a privacy-
sensitive task. This document describes the privacy risks introduced
by design choices in an L7LCP and how these risks can be mitigated.

When a Location Information Server receives a request for location
information (using the locationRequest message), described in the
base HTTP Enabled Location Delivery (HELD) specification, it uses the
source IP address of arriving message as a pointer to the location
determination process.  This is sufficient in environments where the
location of a Device can be determined based on its IP address.

Two additional use cases are addresses by this document.  In the
first, location configuration requires additional or alternative
identifiers from the source IP address provided in the request.  In
the second, an entity other than the Device requests the location of
the Device.

This document extends the HELD protocol to allow the location request
message to carry Device identifiers.  Privacy and security
considerations describe the conditions where requests containing
identifiers are permitted.
