New Bot: Billy

From the README:
This bot is completely based upon Berni W.'s tutorial bot.

The description of the bot Billy:
Billy the bad boy learned from Berni W. But unfortunately he succumbed
to the dark side of the force.
;-)

=> The changes are - instead of collision avoidance try to collide.
Beside of that Billy does try to improve himself during a race.

PS: billy isn't that aggressive anymore => don't expect him to crash
into every car ;-)
