I ran into this issue at the G.WIZ competition. There were two
people whom I had personally coached, that didn't even attend. There
were four more people that attended, but were evidently too
intimidated to compete. And another person who pre-registered,
showed up, and dropped out after watching the 2x2x2 prelims. That's
a total of 7 competitors that could have participated! It's funny,
but I think that some people actually believe there's no point in
participating unless they have a shot at winning first place.
