1817: query about using a 'blocked' station as terminus of a train route

In the original 1829, "No one may run a train to a station that is entirely occupied by another's tokens".

In 1817, a route "may not pass through a city completely blocked by the station markers of other companies"
(page 8). This still appears to me to allow a blocked city to be used as the terminus of a route. Indeed the
synergy example at the top of the right column of page 17 seems to envisage a company with its marker on a
Yellow tile on Lousville running a train to Cincinnati even though a different company has its marker on a
Yellow tile there.

Can someone confirm/rebut that a city blocked by other companies' tokens can still serve as a terminus of a
train route in 1817?

1817: query about merging 2-share companies

The rules for Phase 2 (section 5.12 on page 11) state that "Only 2-share companies may be started".

Clearly this would refer to IPOs. Does it also preclude merging two 2-share companies or converting a
2-share company into a 5-share company during Phase 2?

1817 : query re "Bank Pool"

The rules refer to the "Bank Pool" (e.g., in 4.2 on page 6 in relation to selling shares). Is this the same as
the "Open Market"? If so, why the dual terminology?

1817: query about selling President's share

I'm studying the rules for 1817 intensively, in preparation for playing it for the first time at Rick
Dutton's over the Memorial Day weekend. It looks a fabulous game, and the rules are mostly excellently
written. I do, however, have some queries, of which this is the first.

The rules state (section 4.2, page 6) that "the President's certificate may never land up in the Bank Pool".

Suppose that the President is the only player who holds 2+ shares in a 5-share or 10-share company. Does the
rule cited above mean that (a) the President is not permitted to sell the shares; or
(b) something else, and if so what?

This is the preliminary rulebook. The rules are complete (barring any typos and clarifications), and the
