It's great to have you on board :) While probably the developers should answer the first question, I guess that the S2_3 branch is OK for start. As far as I know, a beta from the branch S2_4 should be released soon, but if you work on S2_3 a lot of strings can be merged into the next branch.

The second question is splendid! The nation names give me tons of troubles every time new nations are added. As for Polish, the names of nations are adjectives (like in the "Polish nations, Bulgarian nation") I always try to find (usually google or find on Wikipedia) an adjective that can go with a particular nation and a noun for the members of the nation (like the "Poles"). Unfortunately this is not always possible since there are no adjectives and nouns from the nations in Polish. In such case I try to invent a relevent adjective and noun and if it sounds reasonable and plausible in Polish I use it with the note in the nation legend saying that these words are invented for the needs of Freeciv. I did it, among others, with Acre (adj. "acreński", noun "acreńczycy" - these words do not exist in Polish, but if Poles needed them, they would probably look like that). In some cases this does not work, however, so I just leave the names the way they are in English. I did this with Tupi (adj, "Tupi", noun "Tupi"), this solution is rather ugly, it's a bit like admitting that there's no reasonable way of translating it, but well, this is true.
