Well, my copy of HS13 doesn't say anything about swamps being dry, just the
stream.  Besidges that, G7.1 is pretty clear that swamp isn't altered by the
water depth of streams or rivers anyway (it is specifically *never* mudflats nor
river).  So I'd say swamp is swamp.
