The number of units eliminated can exceed the number specified if random
selection results in a tie for the last unit eliminated.but in no case are
more units affected than are subject to that attack.

In this case with a 3,3,4,6 rolled. The first unit killed is the 6, then the
4 the last kia goes to both 3s as they tied.

If you had rolled 6,6,4,3 only 3 would have died (the last kia going to the
4)

The last sentence is kinda confusing. In this case it means that since your
attack was against 4 units the maximum units you can hurt with the result is
4

Gun Duels

Well question is when Figuring gun dual DRM to see who fires first. Does
case C4 apply ?.
Rules say it does not, but the Armor articles in Journel 2 show it does.
Am I missing something somewhere?

Journel #2 examples show +3 case C and +1 for stablized gun in motion (C4 ?)
or where do they get +1 motion?
