Eldar's transcription method (revisited)

Remember Eldar Fischer's transcription/transliteration method for
(pointed) Hebrew?

Has anyone yet tried implementing it for fun, or for use?  How hard is
it to program such an input method, which requires a bit of parsing?
Where is the documentation on how to do so?

By the way, please tell us about your stories of success or
failure with emacs-bidi.  Are people already using it for serious
work?
