Kurdish romanization

A query to the many of my colleagues who know more than I do:  We are just
beginning the processing of a few Kurdish titles (Arabic script), which
will be done in romanization.  I know almost no Kurdish, certainly not
enough to romanize competently.  I have tried to apply the ALA-LC
romanization table for "Kurdish (in Perso-Arabic script)" and have quickly
come to the conclusion that, as usual, knowledge of the language is a
prerequisite to use of the tables.  I am confused by things that I find in
the tables, such as a vowel system that uses long and short a, i, and u
only, but then says under "Rules of Application," "4. Romanize the _zher_
(unwritten vowel) as _i_."  Is "zher" (with macron on the 'e') a commonly
accepted term for the "unwritten vowel," whatever that may be?  But even if
it is, why introduce into the tables that inconsistency with the prescribed
romanization for vowels?  Within those same "Rules of Application," why use
the Arabic word for idafah when the tables indicate no letter '.Dad'?
Isn't there a Kurdish word for idafah/izafat, that doesn't use the letter
'.Dad'?  

I am confused even further by the LC Cairo office's Subject: List 99-40, of
Kurdish titles, posted on Wednesday, 6 Jan. 1999.  I assume that items 1-8
and 10-17 are Kurmanji, in Roman alphabet, and that item 9 is the lone
Sorani [?] title, in Arabic alphabet.  To avoid an overlong message, I
reproduce item 1 below as representative of the Kurmanji, and also item 9:.

Amrika wa-al-harb al-thalithah / Usamah bin (ibn) Ladin

An "unauthorized" [without official permit] translation of Usamah bin
Ladin's book "Amrika wa-al-harb al-thalithah" [America and the Third War]
was published in Bangladesh. Needless to say, Bangladeshi authorities
arrested seven people involved in publishing the volume and are looking for
one more, accused of being the translator, according to Agence France Press.
