It would be best if this could be solved in an automated fashion, but I have
my doubts about that. I am sure however, of one thing: NOBODY will ever
think to search for "United States. Dept. of Defense." except for catalogers
and people who have learned (or been burned) along the way. Somehow, a
search for "United States. Department of Defense" must retrieve the correct
result. 

As Ed points out, the card catalog was very forgiving in these matters, and
there was also a concern to cut down on the number of letters typed (a
holdover from the Taylorist period in cataloging) but also to cut down on
the number of cards produced. (More letters typed meant using more space
which somewhere would translate itself into an extra card)

All these concerns are shreds of history now that no longer apply.

from this list you might try going to one of the websites that give 
samples of the Bible in many languages, such as

and compare what's given there with your text, to see how similar they are.

How about utilizing the syndetic structure of LCSH to link to common keyword searches in the OPAC? I realize
that's hardly as breathtaking (or publication/tenure worthy) as changing absolutely everything, but
it might just work.

true enough.  I don't think anyone (catalogers or the general public) thinks to try United States Dept of . . . 
but they can easily be led there.  In this case, though, I think spelling out the word could help with keyword
retrieval and also maintenance down the road.  With the variations in name presentation on publications,
we will always need to formulate headings according to some standard or guideline and then lead our
patrons to those materials as best we can.

Fabric Spine Labels

Hi all! We received the following missive from a patron. He wants to
label a large collection of books with fabric spine labels, and he
plans to write on them (not type or print). He needs a pen with ink
that won't bleed. I'm not having much luck with this question (and my
mind boggles at the thought of writing out 10,000 spine labels), but
perhaps you can help him?

SUMARY

I am using fabric spine labels and need a ink/pen reference to those who
use them in technical services.

My Project

I am going to spine label 10,000 books, so I want it done right.  I have
the fabric spine labels below

PROBLEM:  INK BLEEDING:  NOW AND LATER TO BE AVOIDED

I want a pen or marker recommendation that will hold up 50 years ago.  I
am using the spine label protectors too.

I have been using Sharpie Ultra Fine Point permanent markers (black) to write on the tops of CDs and DVDs with
good results. How they would work on fabric, I can't say.

I used labels like this in a library in the last millenium.  We used a typewriter.  I think that the labels that
were hand written (from before my time) were done with India ink and a steel nib pen.  He might find better
luck looking at calligraphy pens in an art supply store
