I lived in Sydney  in the past, for example 2000-2001. After that, I  
lived somewhere else.

>  I’ve lived in Sydney for two years.

I live in Sydney now.  Two years ago I started to live here.

Sentences 1a and 1b cannot be used together without more words to make  
clear the meaning.
Possible example with more words:  I lived in Sydney for two years  
2000 - 2001 and then lived in London, and then came back in 2009 and  
I've lived in Sydney again for another two years now.
