Help: enable nanorc on windows

The nano.rc files says to configure nano with "--enable-nanorc" to enable syntax highlighting but I can't figure out how to do it on windows. I downloaded the WinNT/9x binary and I'm using windows 7.

Replying to a seven year old thread here. Any progress on this?

It would allow correct highlighting in many cases that won't allow it
now (e.g. highlight python #-comments only when # is not between
quotes and highlight quotes (i.e. python strings) only when then they
do not start after a # on the same line). The current python.nanorc is
complete rubbish, but can't be fixed well without this feature.
