This works for me here. In both modes the character is inserted where the cursor currently is. Is
the RTL support activated? Have you restarted LyX after you changed the cursor mode?
Concerning the cursor modes I've written this in the English UserGuide:
Cursor movement
When writing RTL, you can define if the left and right arrow keys moves the cursor visually to the
left or right, respectively, or logically. Logical means that the cursor is moved to the left when
pressing the right arrow key and the cursor is inside text in an RTL language.
