Kenaikan gaji (kalau tak salah 9x lipat gaji pokok. Enumerasi?) di Departemen Keuangan (bukan hanya di Ditjen Pajak) sudah terjadi di tahun 80-an dg alasan untuk mengurangi salah satu 'motif' tindakan korupsi di departemen yang banyak uang tsb. Sayang kenaikan gaji pokok tidak diimbangi dengan 'kenaikan' sanksi hukum 9x lipat bagi pegawai Departemen Keuangan (Kementerian Keuangan), he, he, he.

Ada usul pembuktian terbalik khusus dalam kasus sangkaan korupsi thd para pejabat Kementerian Keuangan.

About That Playboy in My Drawer

. . . If America wants to tilt the balance of Muslim sentiment in its favor, it needs to stand up for its principles, its liberties and its friends—Israel, Playboy and Lady Gaga included.

It's time to make a personal and professional admission: I keep a copy of the Feb. 2007 issue of Playboy in a desk drawer in my Wall Street Journal office.

This is not the sort of thing I ever thought I'd publicly confess. But I'm prompted to do so now in response to a string of online rebuttals to my Tuesday column, "Lady Gaga Versus Mideast Peace," in which I argue that Western liberalism (in its old-fashioned sense) has done far more than Israel's settlements to provoke violent Muslim anti-Americanism.

In particular, I was taken to task by Andrew Exum—the "Abu Muqawama" blogger at the Center for a New American Security—for allegedly failing to watch my share of racy Arabic-language music videos, such as those by Lebanese beauty queen and pop star Haifa Wehbe. "With music videos like this one," writes Mr. Exum, "Stephens can hardly argue that Lady Gaga is the one importing sexual provocation into the Arabic-speaking world and stirring things up, can he?"

So let me tell you about that Playboy, and how I came to purchase it.

In the spring of 2007 I wrote a series of columns from Indonesia about the battle lines then emerging between religious radicals and moderates in the world's largest Muslim-majority country. I profiled Abdurrahman Wahid, then the former (now late) president of Indonesia and a champion of his country's tolerant religious traditions. I visited a remote Sumatran village that had expelled an itinerant Islamic preacher for his militant Wahhabi teachings. I interviewed Habib Rizieq, head of the Front for the Defense of Islam, a vigilante group known for violently suppressing "un-Islamic" behavior.

I also spent a delightful evening in the company of Inul Daratista, the Indonesian equivalent of Shakira, who had been accused by a council of Muslim clerics of committing pornoaksi—or "porno action"—for gyrating a little excessively in one of her music videos. A million Indonesians had taken to the streets to denounce the video, and legislation was introduced in Indonesia's parliament to ban pornoaksi, which could be defined as any female behavior that could arouse a sexual response in a man, such as the sight of a couple kissing in public or a woman wearing a backless dress.

One person I didn't manage to interview was Erwin Arnada, the editor of the Indonesian edition of Playboy. I did, however, get hold of a copy of the magazine (the one now in my office): It contains not a single picture of a naked woman. The Playmate in the centerfold is clad in the kind of lingerie that would seem a bit old-fashioned in a Victoria's Secret catalogue; a second photo essay in my magazine looks as if it belongs in a J. Crew ad.

Nevertheless, upon beginning publication in 2006 Mr. Arnada was almost immediately charged with violating Indonesia's indecency laws. (He was ultimately acquitted.) His Jakarta offices were violently attacked by Mr. Rizieq's goons, forcing the magazine to move to the predominantly Hindu island of Bali. "For Arnada," wrote New York Times reporter Jane Perlez, "all the fuss represents fears about the intrusion of Western culture. 'Why else do they keep shouting about Playboy?' he asked."

Mr. Arnada's comment gets at the crux of the argument I made in my column, which is that it is liberalism itself—liberalism as democracy, as human rights, as freedom of conscience and expression, as artistic license, as social tolerance, as a philosophy with universal application—to which the radical Muslim mind chiefly objects, and to which it so often violently reacts. Are Israeli settlements also a provocation? Of course they are, as is Israel itself. Should Israel dismantle most or even all of its settlements? Sure, if in exchange it gets a genuine peace.

But the West will win no reprieve from the furies of the Muslim world by seeking to appease it in the coin of this or that Israeli withdrawal or concession. To do so would be as fruitless and wrong-headed as cancelling a performance of Mozart's Idomeneo because it might offend radical Islamic sensibilities—though that's precisely what a Berlin opera house did in September 2006 for fear of sparking a violent outburst of Muslim rage.

Fortunately, the West has better options for dealing with that rage than pressuring Israel. Though he doesn't seem to realize it, Mr. Exum makes my point very nicely by noting the inroads that artists like Ms. Wehbe have made in much of her region. Liberalism, not least of the sexual kind, sells in the Muslim world: The first issue of Playboy Indonesia, tame as it was, sold out its entire print run of 100,000 copies. In Bahrain, efforts by Islamists in parliament to ban a performance by Wehbe failed on account of popular demand: As one Bahraini fan told the Lebanese Web site YaLibnan, "If certain people find it offensive, they shouldn't go to the concert." It's hard to imagine a more liberal outlook than that.

There was a time when liberals believed that rock'n'roll would change the world. They were right, though not in the way most of them imagined. Instead, in places like communist Czechoslovakia—where Vaclav Havel took inspiration from the likes of Lou Reed—and today in the repressive lands of Islam, the sensual currents of Western life exert a constant and ineradicable attraction, even as they also provoke censorious and violent reactions.

If America wants to tilt the balance of Muslim sentiment in its favor, it needs to stand up for its principles, its liberties and its friends—Israel, Playboy and Lady Gaga included.

Di Jakarta

Dengan hormat, 
Berkaitan dengan kasus penutupan Radio Erabaru FM Batam secara paksa oleh Balai Monitoring (Balmon)
Spektrum Frekwensi Radio Kelas II Batam dan aparat kepolisian setempat pada 23 Maret 2010 lalu, kami dari
Solidaritas Untuk Rado Erabaru akan bersikap terhadap pembredelan pers tersebut. Penyikapan ini bagi
kami sangat penting menginngat  penutupan radio Erabaru tidak lepas dari intervensi Kedubes China sejak
tahun 2007 yang meminta Depkominfo dan KPI agar tidak memberikan ijin siaran terhadap radio ini.
Rencananya aksi damai yang melibatkan sejumlah elemen dan organisasai pers ini akan digelar pada:

Perkembangan Gugatan Pelarangan Balibo

Selamat siang kawan-kawan,..

Gugatan AJI Jakarta kepada Menbudpar/Lembaga Sensor Film (LSF) atas "Pelarangan Film Balibo" di Pengadilan, terus bergulir. Kamis (1/5) ini, sidang dismisal Gugatan Balibo masuk dalam proses dismisal, sambil menunggu progres pencarian berkas tanda terima yang sedang diusahakan oleh AJI Jakarta dan AJI Indonesia. Selama ini, Surat Pelarangan Asli dan Tanda Terima-nya dimiliki oleh JIFFEST.

Mohon doanya agar gugatan itu dikabulkan, dan tidak ada lagi upaya pengebirian kebebasan pers dan kebebasan berekspresi di Indonesia.

Sebagai warga Kabupaten Bekasi, saya merasa bangga mempunyai seorang Bupati, Ustadz DR. H. Sa'duddin, MM., yang kinerjanya diakui oleh Negara. Terbukti dengan dianugerahinya beliau dengan Piala Citra Bhakti Abdi Negara pada tanggal 11 Februari 2010, yang diberikan langsung oleh Presiden SBY di Istana Negara.

 

Piala Citra Bhakti Abdi Negara diberikan kepada Pemkab/Pemkot yang dinilai berhasil meningkatkan kualitas pelayanan publik dan memiliki komitmen yang kuat dalam mengimplementasikan kebijakan pelayanan publik.

 

Penetapan hasil penilaian Piala Citra Bhakti Abdi Negara tersebut berdasarkan Keputusan Menteri Negrara Pemberdayaan Aparatur Negara dan Reformasi Birokrasi Nomor: 365 tahun 2009 tentang Pemberian Penghargaan Citra Bhakti Abdi Negara kepada Pemerintah Kabupaten/Kota yang berhasil meningkatkan kualitas pelayanan publik tahun 2009.

 

Bupati Bekasi DR. H. Sa'duddin, MM menerima piala Citra Bhakti Abdi Negara karena dinilai sukses dalam memimpin penyelenggaraan pemerintahan daerah dalam meningkatkan kualitas pelayanan publik.

 

Tidak lama setelah menerima penghargaan tersebut, foto Bupati Bekasi DR. H. Sa'duddin, MM menerima Piala Citra Bhakti Abdi Negara seperti yang dirilis di http://www.bekasikab.go.id/www/html/3tno.php tersebut segera terpampang di reklame – reklame besar dan menghiasi banyak sudut – sudut wilayah kabupaten bekasi.

Benarkah Bupati Bekasi DR. H. Sa'duddin, MM sudah berhasil meningkatkan kualitas pelayanan publik di wilayahnya? Banyak parameter yang harus diajukan agar bisa menilai dengan obyektif. Langkah pertama harus dijelaskan dulu, apa itu pelayanan publik. Menurut Keputusan Menteri Pemberdayaan Aparatur Negara Nomor 63/KEP/M.PAN/7/2003 tentang Pedoman Umum Penyelenggaraan Pelayanan Publik, Pelayanan Publik adalah segala kegiatan pelayanan yang dilaksanakan oleh penyelenggara pelayanan publik sebagai upaya pemenuhan kebutuhan penerima pelayanan maupun pelaksanaan ketentuan peraturan perundang-undangan. Nah, dengan definisi pelayanan publik seperti di atas, silahkan kita menilainya dengan potret – potret di lapangan yang penulis ambil di seputaran Cikarang, jantung Kabupaten Bekasi di bawah ini.

 

Jembatan darurat di Jl. Raya Cikarang – Cibarusah yang sudah berdiri hampir 6 bulan

 

Kemacetan luar biasa yang terjadi hampir setiap pagi dan sore di Tegal Gede

Pengendara Mobil dan Sepeda Motor berjuang dengan sekuat tenaga dan konsentrasi penuh

 

Korban berjatuhan, apakah masih menunggu korban yang lebih parah?

 

Kepedulian teman dengan ikhlas menolong

 

Kapan bisa mempunyai pemimpin yang peduli dengan kondisi fasilitas publik di wilayahnya? Penghargaan sudah ada di tangan, kemenangan sudah diraih. Tinggal mau atau tidak menjalankan amanah.

Ada Markus Juga di Polda Kalteng?

Dear teman-teman Mediacare,

Isu adanya praktik makelar kasus (markus) tak hanya mengguncang Mabes Polri. Sepertinya isu markus juga
menerpa Polda Kalimantan Tengah (Kalteng)

Baru-baru ini seorang pengusaha asal Kalimantan Selatan, H. Jahrian ditetapkan oleh Polda Kalteng
sebagai tersangka dan ditahan karena dituduh korupsi dengan  angkutan melakukan pungutan jalan tambang
di Barito Utara, Kalteng untuk proyek proyek jalan eks "landing site" Pertamina di Kabupaten Barito Timur.

Namun, Polda Kalteng sepertinya harus bersiap menerima serangan balik dari H. Jahrian yang merasa
penahanan dirinya seperti direkayasa dan dipaksakan oleh Polda Kalteng.

Karenanya H. Jahrian mengajukan pra peradilan di PN Palangkaraya atas Polda Kalteng, dan hasilnya PN
Palangkaraya mengabulkan pra peradilan Jahrian, dengan dikabulkannya permohonan pra peradilan, H.
Jahrian tidak lagi berstatus tahanan Polda Kalteng.

Kasus ini bermula dari rencana Pemerintah Kabupaten Barito Timur untuk pembangunan jalan eks \"landing
site\" Pertamina di Kabupaten Barito Timur. Untuk kepentingan ini Pemkab Barito Timur menerbitkan
Perda No 5 tahun 2006 tentang Investasi Infrastruktur Jalan dan landing site eks Pertamina.

Di situ disebutkan bahwa investor pembangunan adalah pihak swasta, yaitu PT Puspita Alam Kurnia (PAK),
dengan pola bagi hasil dengan Pemkab Barito Putra, dengan jangka waktu 18 tahun. Atas dasar itu Bupati
menerbitkan Surat Keputusan Nomor 425 tahun 2008.

Dalam melaksanakan proyek tersebut, PT PAK menggandeng PT Sumber Borneo Yufanda. Berbekal Perda dan SK
Bupati itu, PT Sumber Borneo Yufanda melaksanakan pembangunan sampai selesai, selanjutnya PT Sumber
Borneo Yufanda menarik retribusi penggunaan jalan sesuai Perda dan SK Bupati.

Polda Kalteng menilai Perda dan SK Bupati cacat hukum. Anehnya, setelah melakukan penyelidikan selama
dua pekan, Polda menetapkan H Jahrian dan Teja Kurnia (Dirut PT PAK) sebagai tersangka dengan tuduhan
melanggar Pasal 2, 3, dan Pasal 12e UU No. 31 / 1999 tentang Pemberantasan Korupsi sebagaimana diubah
dalam UU No 20/2001 tentang perubahan atas UU No.31/1999 jo Pasal 55 dan 56 KUHP.

Anehnya,Polda Kalteng tidak menyentuh sedikitpun pejabat berwenang untuk diperiksa, seperti  Bupati
Barito Timur yang mengeluarkan Perbup yangmenjadi landasan untuk menarik retribusi.

Tidak disentuhnya pejabat setempat, seharusnya menjadi pertanyaan apa yang sebenarnya terjadi? Ada apa
di balik ini semua? Benarkah ada markus di Polda Kalteng untuk kasus ini?

percaya tahayul! Kalau David Cooperfield kesana bisa dianggap tukang
sihir juga oleh polisi agama itu....di zaman teknologi canggih kok
mereka masih tidur juga.  Sudah sepantasnya orang ini ditolong melalui
petisi internasional, karena kalau pembunuh, penjarah atau penjahat
kaliber memang pantas dihukum...tapi ini? primitif sekali sistem
disana....

The lawyer for a Lebanese man sentenced to death in Saudi Arabia for
witchcraft has appealed for international help to save him.

Ali Sabat was the host of a popular Lebanese TV show in which he
predicted the future and gave advice.

He was arrested by religious police on sorcery charges while on a
pilgrimage to Saudi Arabia in 2008.

His lawyer, May el-Khansa, says she has been told Mr Sabat is due to
be executed this week.

Ms Khansa has contacted the Lebanese president and prime minister to
appeal on his behalf.

There has been no official confirmation from Saudi Arabia, but
executions there are often carried out with little warning.

Mr Sabat did make a confession, but Ms Khansa says he only did so
because he had been told he could go back to Lebanon if he did.

Human rights groups have accused the Saudis of "sanctioning a literal
witch hunt by the religious police".

An Egyptian working as a pharmacist in Saudi Arabia was executed in
2007 after having been found guilty of using sorcery to try to
separate a married couple.

There is no legal definition of witchcraft in Saudi Arabia, but
horoscopes and fortune telling are condemned as un-Islamic.

Nevertheless, there is still a big thirst for such services in the
country where widespread superstition survives under the surface of
strict religious orthodoxy.

Kalau memang Mekah hebat, yang bangga suku Quriasy yang membangun Mekah pada sekitar tahun 500an dan suku Quriasy dituduh sebagai penyembah berhala oleh Mumammad lalu dirampok dan bangunan sucinya dirampas untuk dijadikan bangunan suci Islam.

sudah banyak kejadian-kejadian aneh dan ajaib disana,  coba di lihat dulu sejarahnya daripada nanti kena azab...
buat informasi saja mekah itu pusat bumi dan  kalo di search lewat google search aja udah ada keanehan...
hanya mekah saja yang putih...yang lainnya gelap

anda harus baca riwayat lahirnya kabah. siapa yang bertanggung jawab jika hal lain menimpa umat diluat muslim. apa anda mau bertanggungjawab.
anda jangan mempermainkan tempat suci tersebut.
saran saya baca Al Quraan dulu.baru bicara...... !!!!! ok

mana bisa di jadikan jiarah terbuka, nama saja tanah haram, tahu arti tanah haram......

Kabah dibangun oleh suku Quraisy sekitar abad ke-5 Masehi sebagai tempat jiarah
yang terbuka bagi semua orang. Pada tahun 630 Kabah direbut oleh Muhammad dan
pengkutnya lalu dijadikan tempat suci Islam dan dinyatakan tertutup bagi
non-Islam. Untuk menegakkan kebenaran dan keadilan Kabah harus dikembalikan ke
bentuk asalnya, yaitu tempat jiarah bagi semua orang. Karena suku Quraisy dalam
pengertian pengelola Kabah sebagai tempat jiarah bagi semua orang sudah punah,
Kabah harus berada di bawah pengawasan PBB (Unesco) untuk dimafaatkan bagi
kepentingan semua orang.

Indonesia's place in the global jungle


Its people agree that their democratic country should play a bigger global role; but what?

BY DINT of size, population and potential wealth, Indonesia has long loomed large over its own backyard. The archipelago nation bestrides the world’s busiest sea lanes. Some 231m Indonesians account for two-fifths of the population of ASEAN, the ten-country Association of South-East Asian Nations. A young and reasonably educated population offers perennial promise, as do vast deposits of oil, gas and minerals, forests and palm-oil plantations. For all that ASEAN operates according to its famed consensus, Indonesia has been its stealth leader.

But President Susilo Bambang Yudhoyono has bolder aspirations. A liberal internationalist, Mr Yudhoyono convincingly won a second term last year, and monopolises the foreign-policy apparatus. He has brought Indonesia closer to Australia, its big southern neighbour with which it has a troubled past. He was supposed to have signed a “comprehensive partnership” with Barack Obama by now, but the American president delayed the trip in order to push his health-care reforms through Congress.

Mr Obama will return in June. He spent four boyhood years in Jakarta and a huge welcome awaits his pulang kampung (homecoming). Before then, Indonesia will mark the fifth anniversary of another (this time “strategic”) partnership, with China, when the prime minister, Wen Jiabao, visits in late April. Indonesia, Mr Yudhoyono likes to say, has “1,000 friends and zero enemies”.

Indonesia now wants to raise its diplomatic game, acting the part of a regional power with a global impact. One sign of this is a desire to be ranked among the BRIC economic club of Brazil, Russia, India and China. Another is to send peacekeepers as far away as to Lebanon and Darfur. A third is Mr Yudhoyono’s admirable wish to make democracy and human rights a plank of foreign policy. But the country’s rising ambitions are best epitomised by more urgent talk about how Indonesia can capitalise on its membership of the G20 group of major economies.

A powerful impetus for all this comes from its Asian neighbourhood. In both economic vitality and security importance, Indonesia pales beside both China and India. China’s rise from regional to global power poses the biggest challenges for Indonesia, as its policymakers see it. But it is India’s élan, both in terms of its economy and a newly polished image, that has got Indonesians worrying about their own image.

Compared with Indonesia, India has even more atrocious infrastructure, more intractable insurgencies, more terrorist attacks, and often awful relations with neighbours. Yet investment and tourists pour unfairly in, Indonesians complain. Meanwhile their country, a largely peaceable place with few terrorist attacks since the Bali bombing of 2002, is deemed unstable—and with a negative Muslim identity to boot. Australia, for all the improvement in relations in recent years, nevertheless advises nationals to “reconsider your need to travel to Indonesia”. Total Australian investment in Indonesia is less than it was in 1996. An Indonesian cabinet minister says that his country needs to change perceptions by aping India’s “Incredible India” promotion that took Davos and the business world by storm in 2006.

Foreign perceptions are unhelpful in other areas too. The commonest description you hear when Indonesia is praised by Americans—that it is the world’s most populous Muslim democracy—is a tag that thinking Indonesians chafe at. They think it limiting and certainly misleading. Indonesia prides itself on being a secular state that happens to have a Muslim majority. Moreover, they say, America is fooling itself if it thinks that Indonesia’s brand of Islam can help the superpower with its problems in the Middle East, Iran or Afghanistan, where faraway Indonesia’s syncretic practice is as likely to be abhorred as admired.

As for the elevation of the G20 to global prominence, Indonesians sometimes appear hardly able to believe their luck. The question is what they can do with it. On the one hand, Indonesia weathered the global financial crisis that gave the G20 its sense of purpose. On the other, it did so because Indonesia is still shockingly ill-integrated into the global economy. Besides shoddy infrastructure, it has an economy distorted by subsidies, a business climate hostile to foreign investment and a bureaucracy and legal system shot through with corruption. With a bit of joined-up reform, which after six years of stops and starts Mr Yudhoyono may be on the point of beginning in earnest, Indonesia’s annual growth would surge from the present (admittedly respectable) 4.5-5.5% to rates closer to India’s or China’s.

Leadership begins at home

More than most admit, Indonesia’s international ambitions rest on shaky domestic foundations. Mr Yudhoyono has committed Indonesia to sweeping cuts in emissions of greenhouse gases, risking unpopularity among other developing nations. But thanks to widespread deforestation, much of it illegal, the country remains among the world’s biggest emitters.

And despite the admirable advances of democracy and of sound fiscal management, prosperity is not entrenched. One in seven Indonesians still lives below the poverty line, and many more perch perilously just above it. By several measures of development—life expectancy, health care, sanitation—Indonesia scores well below the middle-income country it is.

Poor governance at home has a bearing on soft-power aspirations abroad. A reputation mainly for having resources to plunder colours the views of Indonesia by India and China, huge buyers of Indonesian commodities. In countless areas, from illegal logging and fishing, to climate change, people-smuggling and extremism: a failure to prosper at home would turn the spotlight away from Indonesia’s desire to solve global problems, and towards its capacity to generate them.
