Below are a few web sites to lend some credence to the existence and  
use Xinjiang Time (aka Urumqi Time).

The Chinese language Wikipedia entry for Beijing Time (北京时间):

Wikipedia, of course is not authoritative but does provide a  
condensation of various contributions on a topic.

Hudong is China's own version of Wikipedia. It actually competes  
favorably with Wikipedia in country, and, at the same time avoids  
politically sensitive topics. They have their own entry for Urumqi  
Time (乌鲁木齐时间):

Can you add permatime.com to the twinsun link page

Hi there -

I've been lurking on the list for a while. I don't contribute much as  
a I'm a (humbly grateful) user of tz information, rather than a  
provider. I mentioned our http://permatime.com site, a while back, but  
don't think I explicitly asked for it to go on the twinsun link page  
under "Web pages using recent versions of the tz database". Can it?

  http://permatime.com is a service for generating and viewing links  
that refer to a particular point in time and can be displayed in  
multiple timezones. It uses the ruby tzinfo gem, based on the Olson Tz  
database.

Time Zone Changes in Antarctica

Three Australian stations in Antarctica have changed their time zone:

Casey moved from UTC+8 to UTC+11
Mawson moved from UTC+7 to UTC+5
Mawson moved from UTC+6 to UTC+5

The changes occurred on 2009-10-18 at 02:00 (local times).

proposed time zone package changes (antarctica & tz-link.htm)

So much for being caught up. At the end of this message you'll find
proposed changes to the time zone package; here's the executive summary;
the "antarctica" file has updates to thee local times of Australian
research stations and there are two additions to the "tz-link.htm" file.

I plan to update the ftp distribution on 2009-11-09 barring any problems.

I am an end user of timezone data (tzdata) in a Linux distribution (Fedora).  As the package ReadMe suggests,
questions about the content of tzdata should be directed to this mailing list rather than the
distribution's developers.

In the Australian eastern zone, two time zones are used: Australian Eastern Standard Time (UTC +10) and
Australian Eastern Daylight-savings Time (UTC +11).  The abbreviations for these zones are AEST and
AEDT, respectively.  Australian timezones are explained here:

The tzdata currently available for my Linux distro (which I believe is the latest available) uses the
incorrect label "EST" for both AEST and AEDT.  The timezone (+10 or +11) itself is correct, but the labels
are not.
