IDs on MODS elements

If I'm reading the MODS schema correctly, a few elements can carry ID 
attributes, but most cannot. Is there a principle for which elements have 
an ID attribute defined, or has it been defined as needs arise?

"As needs arise".  There are id attributes on those element for which id atttributes have been explicitly requested. They're  mostly for the case when a MODS record is used within a METS record.
