I have installed the file on CTAN as biblio/bibtex/contrib/bids/bids.to.bibtex

It'll propagate to ftp.dante.de and to CTAN mirrors in due course.

Thanks a lot, I installed the files as proposed. Would you care to
supply a short README file that we could add to that directory?

Re: Putting StarTeX on CTAN

Dag Langmyhr has submitted the StarTeX macros, that he presented at
TUG'96 in Dubna, to CTAN.

The README says (among other things):

This is the StarTeX package, a TeX format designed to help students
write short reports and essays. It provides the user with a suitable
set of commands for such a task. It is also more robust than plain TeX
  and LaTeX.

For more information, see the documentation files [...]

Thanks for the submission; I have installed the macro set in a single
directory as macros/startex

This was at ftp.tex.ac.uk; they should propagate in modertely short
order.

ANNOUNCE: fc (aFrican Computer Modern) fonts version 1.3

The fc fonts (LaTeX T4 encoding) version 1.3 are now installed on
ftp.dante.de in tex-archive/fonts/jknappen/fc and will propagate to the
mirror sites soon.

The new release contains:

o Bug fixes to most bugs reported in the last two years
o A more complete distribution, including ready-mf files and tfm files

If you already have the fc fonts, please recompute them completely.
There are minor differences affecting the tfm files, however, if you don't
try hard they'll leave your line and page breaks intact.

The old version (which was located in tex-archive/fonts/fc) has been
deleted.
